<br />~ <br />..... <br />00 <br />'"":) <br />u <br />(..) <br /> <br />1{)'7" <br /> <br />MINUTES <br />of <br />THE MEETING <br />of <br />THE CITY COUNCIL <br />Pleasanton, California <br />August 26, 1969 <br /> <br />CALL TO ORDER - PLEDGE TO FlAG <br />Mayor Bernard Gerton called the Adjourned Regular Meeting to order at 8:00 P.M., <br />and then led the pledge of allegiance to the flag. <br /> <br />ROLL CALL <br />City Clerk Helen McCarty called the roll which is recorded as follows: <br />Councilmen Beratlis. Rega. Reid, Spiliotopoulos and Mayor Gerton were present. <br />Mr. Edgar. Assistant City Manager. and Mr. Hirst. City Attorney, were present. <br />Mr. Fales, City Manager, Mr. Campbell, Director of Public Works, and Mr. Castro, <br />Director of Planning. were absent. <br /> <br />l1\.TTERS CONTINUED FOR DECISION <br />Report of the City Council Advisory Committee on Human Relations <br />Mayor Gerton opened the meeting to members of the audience for the purpose of <br />discussing the recommendations of the above report. <br />Dr. Ray Haskell. District Superintendent of the Pleasanton Schools, stated his <br />reasons for believing that a Community Concerns Committee would be a worthwhile <br />cause. <br />Councilman Rega reiterated his proposal made at the Council meeting of August <br />25, 1969, namely. that a professional Social Scientist be hired to handle all <br />l:ypes of human problems. Councilman Rega emphasized the fact that he was very <br />aware of the social problems in pleasanton but he definitely felt that a committee, <br />uneducated in this field. was not the best solution. <br />After SOme discussion. Councilman Reid stated that he felt there was some <br />~onfusion regarding the recommendations of the Committee. He said that the intent <br />of the Committee was to determine what kind of an organization, if any, should be <br />stablished to assist the Council in social problem solving. Councilman Reid also <br />'Jtated that the Council would determine What the problems were that they wished <br />~e Committee to study in-depth. <br />Mr. Dale Mead advised that the salary of the kind of an expert Councilman Regn <br />1,'as referring to would cost at least $15,000 per year. Councilman Rega replied <br />~hat it would be worth phile dropping some other operational expense in order to <br />'dre a behavioral expert. <br />Councilman Spiliotopoulos indicated that he definitely did not think that a <br />Sommunity Concerns Committee would be the answer to the social problems in Pleasan- <br />':on. He also expressed concern over a possible adverse effect the proposed Com- <br />Jittee would have on the citizens of the City. <br />A number of residents and committee members, including Messrs. Pat Marshall, <br />ill Christner. Bill Hogan.
