MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> Pleasanton, California <br /> March 19, 1970 <br /> <br /> CALL TO ORDER <br /> Mayor Bernard Getton called the Adjourned Regular Meeting of the City Council <br /> to order at 8:00 P.M. <br /> <br /> ROLL CALL <br /> City Clerk Helen McCarty called the roll which is recorded as follows: <br /> Councilmen Betaills, Rega, Reid, Spiliotopoulos and Mayor Getton were present. <br /> Mr. Fales, City Manager, Mr. Edgar, Assistant City Manager, Mr. Hirst, City <br /> Attorney, Mr. Campbell, Director of Public Works, and Mr. Castro, Director of <br /> Planning, were present. <br /> <br /> PUBLIC HEARINGS <br /> Mayor Gerton announced that the public hearing on the moratorium on any re- <br /> zoning that would increase density, continued from March 4, 1970, is again opened <br /> for discussion. <br /> Mayor Getton introduced Mr. Bill Swanson, Planner for PUD concepts for the <br /> Federal Housing Authority. <br /> Mr. Swanson showed slides of Planned Unit Developments in various cities <br /> throughout the United States and also some in Europe, He pointed out both the <br /> good and undesirable features. <br /> Mayor Getton asked Mr. Castro to give a simple and precise definition of the <br /> various types of residential dwellings. <br /> Mr. Castro complied by stating that <br /> 1) A single family residence is a detached dwelling occupied by one <br /> family, <br /> 2) A multiple dwelling is a rented dwelling occupied by one or more <br /> families, <br /> 3) A townhouse is a two-story, arranged in clusters of three or four <br /> or more, each a single family home, <br /> 4) A condominium is a multi-family unit with common open sapce area, <br /> 5) A Planned Unit Development is an entire area, tract, or subdivision <br /> that could be any or all of the types of residences in addition to <br /> commercial development. <br /> <br /> Mayor Getton reviewed the discussion that was held on the smog situation at <br /> the March 4, 1970, meeting. Mayor Getton also read articles on smog from various <br /> sources. <br /> Mayor Getton reported that he had spent two days in Los Angeles attending a <br />meeting on smog and that many bills on this subject have been introduced into <br />legislature. He stated that everyone agreed that the emission from automobiles <br />was the biggest problem to control. <br /> Considerable discussion ensued regarding the causes of smog and how it can <br />be controlled. Both Mr. John Long and Mr. Robert Pearson spoke on this matter. <br /> Mr. Francis Dudley asked the City Council not to vote on the moratorium request <br />until the City Council had the final answers on smog control so that they can vote <br />knowledgeably. <br /> Considerable discussion ensued. <br /> <br /> There being no further questions or comments from the audience, it was moved <br />by Councilman Reid and seconded by Coun~lms~tk-r~s'~'~-~;hel~.kaallngbe <br />closed. <br />The roll call vot~.e was as follows: <br />AYES: Councilmen Betsills, Rega~ Ket~t, ~xtl~apoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br />Mayor Getton declared a recess at 10:35 P.M. <br /> <br />Mayor Getton reconvened the meeting at 10:55 P.M. <br /> <br /> <br />
