MINUTES of THE MEETING of THE CITY COUNCIL Pleasanton, California February 16, 1970 CALL TO ORDER - PLEDGE TO FlAG Mayor Bernard Getton called the Adjourned Regular Meeting of the City Council to order at 8:00 P.M., and then led the pledge of allegiance to the flag. ROLL CALL City Clerk Helen McCarty called the roll which is recorded as follows: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Getton were present. Mr. Fales, City Manager, Mr. Edgar, Assistant City Manager, Mr. Hirst, City Attorney, Mr. Campbell, Director of Public Works, and Mr. Castro, Director of Planning, were present. ~ENR~AMENDMENTS Mr. Fales requested that item b-l, regarding the approval of a Time Extension for Subdivision Improvements in Tract No. 2860, Pleasanton Valley, be postponed until the meeting of March 2, 1970. Mr. Fales also requested that the following items listed on the Consent Calendar be continued at the meeting of March 16, 1970: c. Approval of Annexation Agreement regarding Annexation No. 62 (H.C.Elliott- 96.6 acres). d. Waive the reading of the Annexation Ordinance, annexing approximately 96.6 acres generally located south of Interstate Route No. 580 and east of the Fairlands Subdivision (Annexation No. 62). e. Introduction of the annexation ordinance, annexing the property described in Annexation No. 62. CONSENT CALENDAR It was moved by Councilman Spiliotopoulos and seconded by Councilman Beratlis that the following items listed on the Consent Calendar, be approved: b-2.Adoption of Resolution No. 70-30, approving a Time Extension for Subdivision Improvements for Tract No. 3062, Pleasanton Valley. f. Waiving the reading of Ordinance No. 590 regarding the re-adoption of the New Traffic Ordinance. g. Re-adoption of Ordinance No. 590. The roll call vote was as follows: AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton NOES: None ABSENT: None PUBLIC HEARINGS There were no Public Hearings scheduled for this meeting. MATTERS CONTINUED FOR DECISION Discussion Re: Petition reMardinJ~Mo__r~to_r~!p~ on RezoninK Increasing Densityji Mr. Fales read a letter from Mr. Wallace Decker, dated February 15, 1970, in which he urged the City Council to consider the following statements: 1. Review the General Plan with an eye to reducing the planned holding capacity of the Valley and the City of Pleasanton. 2. Until pollution is under control, the City should not approve any increased density requests. 3. Until pollution is under control, new industry should not be approved if it makes additional smog or attracts a large work force in cars from outside the Valley. 4. If a credible plan for housing of low and medium income people is proposed, such as the plan for Pleasanton Greens, the City Council should consider approving the higher density zoning it may require, but it should be approved only to the extent it provides for people now living in the Valley or who intend to work here.
