439 <br /> <br /> The roll call v.ote...was as follows: <br /> AYES: Councilmen Betailia, Rega, Spiliotopoulos and Mayor Getton <br /> NOES: None <br /> ABSENT: Councilman Reid <br /> <br /> Request of Pleasanton Garbage.SerVi. c.e.for increases in the rates charged for the <br /> collection and disposal of garbaRe,and refuse <br /> Mr. Fales announced that this public hearing is continued from the Council <br /> meeting of December 15, 1969. <br /> Mr. Fales reviewed the supplemental report of the Assistant City Manager, <br /> dated January 9, 1970, in detail. This report included the recommended rate <br /> increases for a 6 months interim period for garbage service. The report also <br /> set forth four policy questions for further deliberation by the City Council. <br /> Mr. Fales also elaborated upon the possibility of the City including the billing <br /> for the Garbage Company on the water billing, should the City engage in a data <br /> processing system. <br /> Mr. Rex Dillon, 1343 Kolln Street, protested the proposed 6 months interim <br /> increase on the basis that this increase will undoubtedly remain a permanent rate. <br /> Mr. Jim Johnson, 1455 Hopyard Road, stated that the service was good, but <br /> suggested that the Council wait six months before considering a rate increase. <br /> Mr. Ted Lannin, 5373 Ridgevale Road, stated he was satisfied with the service <br />but objected to the hours of operation as he was awakened at 5:00 A.M., by the <br />noise made by the garbage collectors and by the barking dogs. <br /> Mr. Lawrence Miller, of Vineyard Avenue, stated that he felt the recommended <br /> rate increase was not high enough. <br /> Mr. John Harris, 4382 Addison Way, requested that the hours of operation <br /> commence at 8:00 A.M., instead of 5:00 A.M. <br /> Mr. Sproul, of Corte Sonora, asked how much money the Garbage Company had lost <br /> since their taking over the business in April, 1969. <br /> Mr. Edgar gave a projected annual amount, based on the costs and revenues of <br />the three months period of operation, which were $198,875 cost and $151,266 revenue. <br /> Mr. Ted Bogardus, 4491Sandlewood Drive, objected to the hours of operation. <br /> Mr. John Corley, Attorney representing the Pleasanton Garbage Service, stated <br /> that because of the nature of this work, the earlier in the day the collections <br /> were completed, the better, because of summer heat in this area, because of <br /> garbage trucks using the center of the street and because of the children playing <br /> in the streets after school. He stated that anything that can be done, however, <br /> to please the public, will be considered. <br /> Mr. Fales read the rules set for the hours of operation which disclosed that <br />garbage may be collected as early as 5:30 A.M. <br /> After' considerable discussion regarding this matter, it was moved by Council- <br />man Betailia and seconded by Councilman Spiliotopoulos that the public hearing be <br />closed. <br />The roll call vote was as follows: <br />AYES: Councilmen Betailia, Rega, Spiliotopoulos and Mayor Getton <br />NOES: None <br />ABSENT: Councilman Reid <br /> <br /> Councilman Rega stated that he would like to have the staff consider, during <br />the next six months, the five items listed in the Supplemental Report, namely, <br />1) develops a formula for rate review which can be used by the City Council for <br />these kinds of studies, 2) consider a flat rate garbage fee, 3) consider extend- <br />ing the franchise period, 4) evaluate the audited data, and 5) consider including <br />the garbage bill on the Municipal water bill. Councilman Rega also suggested that <br />the Garbage Company work out some compatible hours of operation. <br /> Councilman Spiliotopoulos suggested that the recommended rates be increased <br />to allow a 7% rate of return to the Company. <br /> After considerable discussion, it was moved by Councilman Spiliotopoulos that <br />Resolution No. 70-9, adding a 10¢ override on the recommended rates, be adopted. <br /> Councilman Spiliotopoulos' motion died for lack of a second. <br /> It was moved by Councilman Beratlis and seconded by Councilman Rega that <br />Resolution No. 70-9, accepting the supplemental report of the Assistant City <br />Manager, dated January 9, 1970, and including the five items listed on page 2, <br />regarding the work to be done by the staff during the six-month interim period, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Betailia, Rega, Spiliotopoulos and Mayor Getton <br />NOES: None <br />ABSENT: Councilman Reid <br /> <br /> <br />
