1. That Morrison Homes has indicated a desire to observe and learn <br /> from the deliberations of the special Council-Commission Committee <br /> which has been formed in order to consider in detail the general <br /> question of residential density in the City. <br /> <br /> 2. That Morrison Homes intends to respond to the conditions made by <br /> the Planning Commission regarding open space and less density in <br /> this 94-acre parcel. <br /> <br />After considerable discussion regarding this matter, it was moved by <br />Councilman Gerton and seconded by Councilman Spiliotopoulos that,at the <br />request of ~3rrison Homes, their appeal regarding the proposed Planned <br />Unit Development on the subject 94 acres, be referred to the Planning <br />Commission for further consideration. <br /> <br />The roll call vote was as follows: <br /> <br />AYES: Councilmen Beratlis, Gerton, Pearson, Spiliotopoulos and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />The public hearing was not closed and this appeal will be either acted upon <br />by the City Council or will be withdrawn by Morrison Homes. <br /> <br />MATTERS CONTINUED FOR DECISION <br /> <br />Resolution .Approvi_ng Application. for Preliminary Loan for Low-Rent Public__ <br /> <br />Mr. Fales read a letter from Mr. John Bowling, Executive Director of the <br />Pleasanton Housing Authority, and explained the accompaning resolution <br />which would adthOrize the~Hou-~ing AuthOrit~ to ~apply to'~he~'GoVernment <br />for a preliminary loan in an amount not to exceed $80,000.00 for surveys <br />and planning in connection with low-rent housing projects of not to exceed <br />approximately 200 dwelling units. <br /> <br />Mr. Bowling gave a very detailed report on the entire program, the proposed <br />study and the local need for low-cost housing. <br /> <br />Councilman Beratlis stated his concern over the fact that the Kottinger site <br />is to be developed as a community park, according to the General Plan, and <br />felt it would be a betrayal of public trust to allow construction of low- <br />cost housing on this site. <br /> <br />In answer to Councilman Gerton"s question, Mr. Hirst commented on the <br />legal procedures called for in constructing this housing. Mr. Hirst stated <br />that it was his understanding that the development of Kottinger and <br />Komandorski Villages is outside the constitutional provision requiring <br />a referendum and that a new site development would require a public consensus. <br /> <br />Councilman Gerton requested Mr. Hirst to prepare a legal opinion on the <br />matter of whether this would have to go to the electorate or if the City <br />Council could make the decision. <br /> <br />Councilman Gerton also stated that he felt that the cost of $80,000.00 <br />for 200 units for this study, was exorbitant. <br /> <br />Mr. Bowling advised the City Council that the City of Pleasanton would in <br />no way be obligated to reimburse the Federal Government for the cost of this <br />study. <br /> <br />Mayor-Reid stated that the city had a moral obligation to provide housing <br />for all the people in I the community and hoped the matter would be resolved <br />soon. <br /> <br /> 3. 9-8-70 <br /> <br /> <br />
