Service, several items, one of which was an extension of the franch- <br /> ise period <br /> <br /> Mr. Fales reviewed his report on the extension of a franchise ~er <br /> refuse collection, dated April 1, 1971, in considerable detail and <br /> based on the conclusions contained therein, recommended the following <br /> as a course of action for City Council consideration. <br /> <br /> 1. The City Council favorably consider an extension of tl~e cur- <br /> rent franchise agreement with the Pleasanton Garbage Service <br /> for a period up to twenty years. <br /> <br /> 2. As a part of the amendment to the franchise agreement pro- <br /> viding for the extension, the following also be provided: <br /> <br /> a. The specific method by which Pleasanton Garbage Service <br /> proposes to provide for rc~/se disposal needs after full <br />~ utilization of the present dump site should be delineated <br />~ in as much detail as possible in the agreement. Further, <br />.~ the agreement should provide that at least 180 days prior <br />~.~ ~--.4:he-~cOnctusiO~ Of__operati_o~ls ~t _the present dump -site, <br />~.) Pleasanton Garbage Service s~o~x~ ~rovlde, to the City's <br /> satisfaction, evidence of completed contractual arrange- <br /> ments regarding the use of the Livermore Refuse and Dis- <br /> posal site, and evidence that the proposed transfer sta =+ <br /> ion and related equipment and methods needed to utilize~ <br /> the transfer station, are or will be available for use <br /> at the time use of the current dumping site and proced- <br /> · ures is terminated. <br /> <br /> b. Language relating to the use of ne:$ technology and ne~q <br /> ._ governmental organization and methods, as generally out- <br /> lined in the report, should also be included as a part <br /> of the franchise agreement. <br /> <br /> Mr. Fales' report contained a proposal from the Pleasanton Garbage <br /> Service, for a future solid waste disposal method and site. The <br /> proposal consists of the following arrangements: <br /> <br /> 1. When the present dump site utilized by Pleasanton Garbage <br /> Service has been fully expended (within three to five years) <br /> Pleasanton Garbage Service will construct a refuse transer <br /> station upon t/he same site. <br /> <br /> 2. Before the time when the present dump site has been fully util- <br /> ized, and prior to placing the transfer station into service, <br /> Pleasanton Garbage Service will enter into a contractual <br /> arrangement with V~illiam Ralph Properties, operator of the <br /> Livermore Refuse and Disposal site, which will provide assured, <br /> adequate dumping space for Pleasanton Garbage Service, for at <br /> least the period of the franchise extension. <br /> <br /> 3. Pleasanton Garbage Service has indicated to the staff that if <br /> the above method of disposal were to be utilized now, the add- <br /> itional cost to the consumer would amount to no more than <br /> $.02 per can, or $.08 per month for one-can, once-per-week <br /> - services. <br /> <br /> Mr. Fales explained that all refuse generated in the community, in- <br /> cluding that' hauled by homeowners, will continue to be deposited at <br /> the present site, within the transfer' station~ <br /> <br /> Mr. Fales further explained that William Ralph Properties has indi- <br /> cated a willingness 'to tie tile contractualarrangement with Pleasanton <br /> <br /> 8. 4-5-71 <br /> <br /> <br />
