It was moved by Councilman Mori, and seconded by Councilman <br /> Pearson, that Resolution No. 72-202, approving the plans and speci- <br /> fications for Loma Alta Park, Project No. I, and Fairland Elementary <br /> School, Project No. II, conditioned upon the finding that the Environ- <br /> mental Impact Statement has been complied with, and authorizing adver- <br /> tisement for bids, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br /> NOES: None <br /> ABSENT: NOne <br /> <br /> Matters for the Information of the Council <br /> Mr~ 'Edgar. stated the Community Concerns- Committee Agenda and <br /> Minutes~ were attached for the information of the Council, and a <br /> memorandum regarding the Iproposed changes for the Community Concerns <br /> Committee to be reviewed by the City Council at their Study Session <br /> on December 11~ 1972. <br /> <br /> REPORTS OF THE CITY ATTORNEY <br /> Report Re: Agreement for the Improvement of vintage Hills Park <br /> This 'matter was continued to the meeting of December 11, 1972. <br /> <br /> COMMUNICATIONS <br /> Shere ' <br /> were no' communications presented at this meeting. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> Councilman Kinney reported the County Library Advisory Committee <br />was concerned regarding the passage of Senate Bill 1261, which would <br />provide additional funds for 'county libraries. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> Councilman Pearson requested further information regarding the <br />application of First National Bank for a branch banking office on <br />Valley Avenue, and stated he thought it was incredible that the <br />Planning Commission would consider this application during the time <br />that the policy position regarding financial institutions was being <br />decided. <br /> <br /> Mr. Edgar stated that since the use is a permitted use in the <br />"O" District, which is the zoning designation in this area, the only <br />requirement with which this application must comply is design review, <br />and since the Planning Commission can only make findings with regard <br />to design in this instance, and not land use, the application was <br />required to be processed. Mr~ Edgar went on to say that the only <br />remedy at this point, appeared to be a rezoning of the area. In any <br />event, Mr. Edgar and Mr. Hirst indicated that they would have a <br />further report on this matter next week. <br /> <br /> Councilman Mori asked when the newly-formed Board of Appeals <br />would have a meeting. Mr. Hirst replied there was one scheduled <br />in the next two or three weeks. <br /> <br /> Councilman Mori asked if home water softeners had any effect <br />on the fluoridation content of the water. Mr. Campbell replied he <br />would check this out and report back. <br /> <br /> Councilman Mori moved that, following the guidelines given by <br />the Federal~ Government,. "No Smoking" signs be posted and observed. <br />This was seconded by Councilman Pearson. <br />The roll call vote was as follows: <br />AYES: Councilmen Mori and Pearson <br />NOES: Councilmen Herlihy, Kinney and Mayor Reid <br />ABSENT: None <br /> <br /> -6- 11/27/72 <br /> <br /> <br />
