With reference to the earlier motion regarding Resolution No. <br /> 72-173, policy statement on savings and loan institutions, amended <br /> to eliminate Paragraph 2. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Mori, Pearson and Mayor Reid <br /> NOES: Councilmen Herlihy and Kinney <br /> ABSENT: None <br /> <br /> Mayor Reid recessed the meeting at 10:00 P.M. <br /> <br /> Mayor Reid reconvened the meeting at 10:10 P.M. <br /> <br /> PUBLIC HEARINGS (Continued) <br /> COnsideration by the City Council of .the permanent guidelines for <br /> the presentation of Environmental Impact Statements <br /> Mayor .Reid.declared the public hearing open. <br /> <br /> Mr. Edgar presented the guidelines for Environmental Impact <br /> Statements and recommended approval as soon as possible in spite <br /> of possible amendments due to further legislation. <br /> <br /> Mr. Hirst stated the guidelines had been up-dated and were <br />more elaborate than prior guidelines; that they were still interim <br />guidelines but are flexible and can be changed. <br /> <br /> Councilman Pearson stated he felt someone other than the <br />Director of Community Development should prepare the Environmental <br />Impact Statement. <br /> <br /> Councilman Herlihy stated that at some future time he would <br />like to request that a fee schedule be added, due to the staff time <br />necessary to prepare Environmental Impact Statements. <br /> <br /> Mr. Brad Hirst, 2456 Mini~et Court, stated he felt it extremely <br />important that the guidelines become effective immediately, and <br />urged the City Council to keep it simple. He suggested adoption <br />of a conservation ~element for the General Plan. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman <br />Kinney that the public hearing be closed.
