Adoption of Resolution No. 72-188, accepting public improvements, Tract 3057, <br /> Stoneridge, Unit No. 3. <br /> <br /> i. Adoption of Resolution No. 72-189, approving progress payment No. 4, Steiny <br /> and Company, for construction on Black Avenue Signal, Project 72-3S, in the <br /> amount of $6,570.00. <br /> <br />J. Adoption of Resolution No. 72-190, for participation with City of Livermore <br /> in auction of abandoned, unclaimed bicycles. <br /> <br /> The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />PUBLIC HEARINGS <br />Application of the Plannin~ Commission to amend Title II~ Article 2~ Section 2-6.38 <br />of the Ordinance Code of the Cit7 of Pleasanton to allow the use of barbershops as <br />a conditional use in the 0 (Office) District <br /> Mayor Reid declared the public hearing open. <br /> <br /> Mr. Castro presented the staff report regarding this matter, stating that the <br />Planning Commission determined that this use is a valid one within the Office Dis- <br />trict, since it falls in the category of a personal service for the large number of <br />employees which could possibly be generated by the Office zoning, and accordingly, <br />a resolution was adopted approving this amendment subject to a conditional use per- <br />mit. The Planning Commission felt this use should be so conditioned in order that <br />stronger control may be exercised on the number and location of barbershops as well <br />as compatible integration of design plans as they relate to the Office District. <br /> <br /> It was moved by Councilman Pearson, and seconded by Councilman Kinney, that the <br />public hearing be closed. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br /> Councilman Herlihy requested that each applicant and tenant that applies for a <br />permit in regard to this matter, be fully advised of the signing laws before a <br />permit is issued. <br /> <br /> It was moved by Councilman Pearson, and seconded by Councilman Mori, that <br />Ordinance No. 683, amending Title II, Article 2, Section 2-6.38 of the Ordinance <br />Code of the City of Pleasanton to allow the use of barbershops as a conditional <br />use in the O (Office) District, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />MATTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision at this meeting. <br /> <br />SPECIAL REPORTS <br />Presentation by Associated Home Builders for the Greater ~astbay, Inc.~ Re: <br />Formulation of Regional Growth Policy <br /> Mr. Edgar presented pertinent information regarding this matter, which consists <br />basically of a review of the population growth in the Bay Area. He further stated <br />the City Council should take action to determine how to vote at the ABAG General <br />Assembly on November 10th, regarding Position Paper No. 2, Formulation of Regional <br />Growth Policy. <br /> <br /> Mr. William Leonard, President, Associated Home Builders of the Greater East- <br />bay, outlined ABAG's Position Paper No. 2, a policy which would limit the Bay Area <br />to a 5.5 million population by 1980, averaging out to a 1.7% annual growth rate as <br />compared to 2~3 to 2.4 percent growth rate that was realized during the 1960's. <br />Mr. Leonard asked the City Council to study the matter further before authorizing <br />its delegate to support the policy at the ABAG General Assembly meeting on November <br /> <br /> 2. 11/6/72 <br /> <br /> <br />
