He further st~l"~ed ~.le Division of <br />Highways approves or disapproves a project because of suaff recommend- <br />ations of a project, the recommendations of the State Director of Public <br />Works and the recommendations of the project by ~cl~.~± ~.~,ca! community. <br /> <br /> Dr. Art Larsen, 5023 Blackbird Wa~, Murray ~'~.~..~.c~,I ~>i~trict Trustee, <br />stated this is not the first time the School Di~ii!-.'Lct !z~ds had to change <br />school sites, and that much money and time had a.l ready been expended <br />in an attempt to find a suitable location. <br /> <br /> Mayor Reid recessed the meeting at 10:30 p~ll.! <br /> Mayor Reid reconvened the meeting at 10:40 P~D4o <br /> Mayor Reid stated that Willow-West would ~a~,~,~-? ti'~ei~' presentation <br />at this time. <br /> Mr. Edgar commented that reports regarding t!~= '~il?f.o~-lqest appeal <br />had been previously sent to the City Council~ <br /> Mr. Castro stated that the technical mater3~,-s.~. re~arding Willow- <br />West was basically the same as Stoneridge, tJ~at tl'~e~e were advantages <br />and disadvantages to both sites, but the Stonelrid!Te s~_%e ~vas the most <br />acceptable. <br /> <br /> Mr. Sooby said that in regard to the public v:orks facilities, the <br />sanitary sewer was no problem but the water service was of some concern <br />since there was no storage available. <br /> <br /> Mr. Jack Corley stated that since the time t])is proposed project <br />was first started and heard by the Planning Commission there had been <br />some changes, and a new developer interested in ~.he site~ <br /> <br /> Mr. J. Bernard Deasy, President of Winmar Development Co., Inc., <br />stated that his company was contacted about a mont.'~'~ ago by Willow- <br />West as being the developer of this proposed regiona! shopping center <br />site. After going over the data that was avail F~c~!e on the site, his <br />company felt this was a good location and area i~>~'. such a development. <br />He further stated the advantages of this site as being close to the <br />industrial area, financial capability of developethan, the willingness <br />of the adjacent property owners (Southern Pacific and Latter Day Saints <br />Church) for compatible development, installation of road system, the <br />accessi~ili_ty to the railroad, and the fact that f~rst phase develop- <br />ment could be started immediately and opened by 1975~! Dir. Deasy said <br />his company is willing to advance funds to the City fo~' improvements, <br />that will be less than the cost of improvements for the Stoneridge <br />site. <br /> <br /> Mr. David W. Pickard, Vice President of Burk~, l~'aber~ Nicolais <br />and Archuleta, showed slides and drawings of va!'ious shopplng centers <br />that his firm had developed. He stated he felt the industrial park <br />nearby would be an asset to the proposed site, and. that the location <br />was ideal because of where it is situated in the Valley. <br /> <br /> Mr. Donald Fris~er, consulting traffic engineel- fror Willow-West, <br />stated that with phased development, the traffic syste~ could be worked <br />out as growth demanded. tie recommended that Hopyard Road be widened <br />and an overpass at Stoneridge Drive.
