Mr. Donald Frisher~ ccn~ultinC~ ~raffic engineer for Willo~-West, <br /> stated he agreed witi~ most of the statements made in the E.I.S. <br /> However, he elaborated on ~]~e traffic comparisons, stating the devel- <br /> opment being proposed by ?~i!lo'~..~-West would be a compilation of many <br /> land uses and therefore a balance of traffic flow. <br /> <br /> Mr. Don Bissell, Bissell & Karn Associates, stated that with <br /> regard to the Calaveras Fault and the Pleasanton Fault, there is no <br /> action, and he does not consider this to be a problem as has been <br /> evidenced by extensive studies of these and other~ Faults in the Bay <br /> Area. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman <br /> Mori, that the public hearin~ on the E.I.S. ~regarding Willow-West <br /> Shopping Center site be closed. <br /> The roll call vote was as follows: <br /> AYES: Councilmen, Herlihy, Kinney, Mori, Pearson and Mayor Reid <br /> NOES: None <br /> ABSENT: None <br /> <br /> Mayor Reid declared the Public hearing re-opened on the appli- <br /> cation of Stoneson~ and the appeal of Willow-Nest° He stated that <br /> Stoneson would make their presentation first. <br /> Mr. Edgar stated that reports had previously been submitted <br /> and reviewed by the City Council regarding this matter. He presented <br /> a report setting forth the advantages and disadvantages on each site <br /> as well as cost comparisons° <br /> Mr. Castro stated the planning considerations consisted of the <br /> preliminary land use element; general review of the design plans, <br /> ackno~ledging the fact that this plan is a plan in keeping with the <br /> latest type of design, number of stores, overall circulation element, <br /> and parking facilities. <br /> <br /> Mr. Sooby stated that as far as public works are concerned, <br />sewer, water service and storm drainage are partially constructed <br />already because of other development nearby° The streets and traffic~ <br />access will need improvements to Foothill Road and other streets, and <br />most important the construction of Stoneridge Drive Interchange. <br /> <br /> Mr. Joe Burkhardt in'~roduced various people representing Stone- <br /> ridge as follows: <br /> Mr. A. Alfred Taubman, Chairman of The Taubman, Inc. stated the <br />reason for the selection of the Stoneridge site as being in the center <br />of several of their other shopping centers; namely, Southland, Sun <br />Valley, Eastridge, and a new center in Richmond° The most important <br />factor is the size of the parcel of land, which can accommodate a <br />large retail center in the Valley in one complex and therefore, not <br />split development° This develoFment affords the opportunity to <br />handle traffic and total volume of stores. <br /> <br /> Mr. Jack Richardson, General Manager of Capwell's stated that <br />Capwell's had been committed to the proposed Stoneridge Shopping <br />Center since 1966~ All studies at that time and continuing studies <br />still indicate this is the best site for our store, as well as the <br />regional shopping center~ He further stated the developers are an <br />extremely strong financial group and that Capwell's desire to be a <br />part of this development. <br /> <br /> Mr. John Egan, Vice President of Macy's, stated that Macy <br />stores started in Northern California 13 years ago, with 4 new stores <br />on the drawing board, and 3 others under construction~ He stated <br />they have examined several sites in the general Bay area and have <br />come to the conclusion that Stoneridge is the best site for a multi- <br />department store regional center. He stated Macy's enthusiasm with <br />the developers of this proposed site. He further stated that time <br />was of the essence and urged immediate City Council action regarding <br />approval of the Stoneridge site. <br /> <br /> -3- 10/30/72 <br /> <br /> <br />
