City Council Discussion~ Re: p~io~it,ies.- capital I~provements councilman Mori presented his proposals for the budget including transferring the S¢ Recreation Tax to a Maintenance Reserve, budget $160,000.00 for the Youth Sports Park, and $30,000.00 each for Century House Park and Woodthrush Park. Mr. Mori proposed that the money for the Youth Sports Park come from Federal Revenue Sharing monies. Councilman Herlihy indicated that he did not wish to discuss use of the Federal Revenue Sharing monies as part of the Capital Improvement budget. He felt that Council should discuss the City's maintenance problem. Mayor Pearson advised Council that there should be general discussion of policy now and more specific discussion after the public hearing on the budget. Councilman Reid stated his belief that the City should adopt program bud- geting and the need to insure that a management program exist which will allow t.he City to attain its program. He expressed his concern with the proposed Reorganization Plan. Councilman Mori indicated that when talking about the City's objectives they have to be measured quantatively as well as qualitatively. He felt that program goals are too general - there has to be some way of measuring perfor- mann e. Mayor Pearson indicated his priorities to be (1) more money in the Sewer Improvement Fund, (2) a substantially increased maintenance program, (3) hiring teenagora in the Summer, (4) a more comprehensive bike trail system. There then followed a general discussion of each Councilman's comments. LETTER RE: SB 594 (MARLER) EXTENDING TIME FOR CONSERVATION ELEMENT AND OPEN SPACE ELEMENT Mr. Scheidig advised Council that a proposed letter in support of this legislation had been drafted for the Mayor's signature. It was moved by Councilman Reid, and seconded by Councilman Kinney, to authorize the Mayor to sign the prepared letter. The roll call vote was as follows: AYES: Councilmen Herliby, Kinney, Mori, Reid, and Mayor Pearson NOES: None ABSENT: None EXECUTIVE SESSION Mayor Pearson recessed the meeting to an Executive Session at 9:15 P.M. to discuss negotiations with the Fire Service. Mayor Pearson reconvened the meeting at 9:30 P.M. ADJOURNMENT There being no further business at 9:35 P.M., it was moved by Councilman Kinney, and seconded by Councilman Herlihy, that the meeting be adjourned to meet again in Regular Session at 8:00 P.Mo, on June 4, 1973.
