City Council Discussion~ Re: p~io~it,ies.- capital I~provements <br /> councilman Mori presented his proposals for the budget including transferring <br /> the S¢ Recreation Tax to a Maintenance Reserve, budget $160,000.00 for the Youth <br /> Sports Park, and $30,000.00 each for Century House Park and Woodthrush Park. Mr. <br /> Mori proposed that the money for the Youth Sports Park come from Federal Revenue <br /> Sharing monies. <br /> <br /> Councilman Herlihy indicated that he did not wish to discuss use of the <br /> Federal Revenue Sharing monies as part of the Capital Improvement budget. He <br /> felt that Council should discuss the City's maintenance problem. <br /> <br /> Mayor Pearson advised Council that there should be general discussion of <br /> policy now and more specific discussion after the public hearing on the budget. <br /> <br /> Councilman Reid stated his belief that the City should adopt program bud- <br /> geting and the need to insure that a management program exist which will allow <br /> t.he City to attain its program. He expressed his concern with the proposed <br /> Reorganization Plan. <br /> <br /> Councilman Mori indicated that when talking about the City's objectives <br /> they have to be measured quantatively as well as qualitatively. He felt that <br /> program goals are too general - there has to be some way of measuring perfor- <br /> mann e. <br /> <br /> Mayor Pearson indicated his priorities to be (1) more money in the Sewer <br /> Improvement Fund, (2) a substantially increased maintenance program, (3) hiring <br /> teenagora in the Summer, (4) a more comprehensive bike trail system. <br /> <br /> There then followed a general discussion of each Councilman's comments. <br /> <br />LETTER RE: SB 594 (MARLER) EXTENDING TIME FOR CONSERVATION ELEMENT AND OPEN SPACE <br />ELEMENT <br /> Mr. Scheidig advised Council that a proposed letter in support of this <br /> legislation had been drafted for the Mayor's signature. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, to <br /> authorize the Mayor to sign the prepared letter. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herliby, Kinney, Mori, Reid, and Mayor Pearson <br /> NOES: None <br /> ABSENT: None <br /> <br />EXECUTIVE SESSION <br /> Mayor Pearson recessed the meeting to an Executive Session at 9:15 P.M. <br /> to discuss negotiations with the Fire Service. <br /> <br /> Mayor Pearson reconvened the meeting at 9:30 P.M. <br /> <br />ADJOURNMENT <br /> There being no further business at 9:35 P.M., it was moved by Councilman Kinney, <br />and seconded by Councilman Herlihy, that the meeting be adjourned to meet again in <br />Regular Session at 8:00 P.Mo, on June 4, 1973. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />Respectfully Submitted, <br /> <br />WILLIAM H o EDGAR, 'CITY CLERK <br /> 3. 5/30/73 <br /> <br /> <br />
