MINUTES <br /> of <br /> THE ADJOURNED REGULAR MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> May 30, 1973 <br /> <br />CALL TO ORDER <br /> Mayor Robert Pearson called this Adjourned Regular Meeting of the City Council <br />to order at 7:00 P.M. <br /> <br />ROLL CALL <br /> City Clerk William Edgar called the roll which is recorded as follows: Council- <br />men Herlihy, Kinney, Mori, Reid, and Mayor Pearson were present. Mr. Edgar, City <br />Manager, Mro Scheidig, City Attorney, Mro Campbell, Director of Public Works, and <br />Mr. Patton, Director of Parks and Recreation, were present. Also present was Jack <br />Bras, Architect, and William Hirst. <br /> <br />CIVIC CENTER <br />ao Presentation of Plans by Architect - Mr. Jack Bras, Architect for the project, <br /> reviewed the history regarding the plans for the first phase construction at <br /> the Civic Center site. He then presented Council with the detailed plans of <br /> the building° The City Council briefly reviewed the plans and indicated their <br /> approval of the present status of the project plans° <br /> <br />b. Review of Financing Proposals <br /> Mayor Pearson indicated that before proceeding the Council should decide <br /> whether or not they should proceed with the project. It was his position that <br /> before any action is taken the Council should hold a public hearing. He felt <br /> that the phasing out of the Sunol Plant should have higher priority than the <br /> Civic Center° <br /> <br /> Councilman Kinney stated that the public has been aware of the City's <br /> plans, the Council has held hearings on this matter previously and the City <br /> should move ahead. <br /> <br /> Councilman Mori agreed with Mr. Kinney indicating that the project has <br /> been discussed since September of 1972. <br /> <br /> It was moved by Councilman Mori, and seconded By Councilman Kinney, to <br /> continue with the Civic Center's development. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, and Reid <br /> NOES: Mayor Pearson <br /> ABSENT: None <br /> <br /> Mro William Hirst explained the financing program which had been explored <br /> during his tenure asCity Attorney. He reviewed the proposal of having the <br /> successful contractor provide his own financing or, in the alternative, the <br /> City would assist the contractor in obtaining a loano <br /> <br /> Mro Scheidig then explained the non-profit corporation concept of financ- <br /> ing the project° He indicated the advantages stemming from thee approach and <br /> that local banks which had been contacted expressed an interest in the pro- <br /> posal. Mr. Scheidig answered questions from Council regarding the control <br /> which Council would and would not have over the corporation and the financing. <br /> Council was also advised that four members of the community had expressed an <br /> interest in participating on the Board of Directors of the Corporation. <br /> <br /> Councilman Reid stated that he favored six years ago the use of a non- <br /> profit corporation to construct the Civic Center and indicated his agreement <br /> with the proposed non-profit concept since it is a straight forward means of <br /> financing the project. <br /> <br /> <br />
