COMMUNICAT IONS There were no Communications presented at this meeting, CITY COUNCIL COMMITTEE REPORTS Mayor Reid reported en the League of California Cities, East Bay Division Dinner on April 13, 1973, regarding Action Programs. MATTERS INITIATED BY COUNCIL MEMBERS There were no matters initiated by Council Members at this meeting. MEETING OPEN TO THE PUBLIC Mrs. Helen Robinson, 1312 Vintner Way, questioned the legality of the City Council's selection of Mayor in Executive Session. Mayor Reid stated that this policy had been followed for many years and was a valid one according to the City Attorney. EXECUTIVE SESSION Mayor Reid recessed the meeting to an Executive Session at 8:45 P.M. Mayor Reid reconvened the meeting at 9:15 P,M, It was moved by Councilman Mori, and seconded by Councilman Pearson, that Resolution No. 73-68, authorizing the City Attorney to execute the Stipulation for an amended Judgment in the matter of the Court Case between the City of Pleasanton, V.C,S.D" and the related developers, the purpose of which is to allow the developers to ucilize the available sewer capacity on a pro-rated basis rather than by lottery, be adopted, The roll call vote was as follows: AYES: Councilmen Herlihy, Mori, Pearson, and Mayor Reid NOES: None ABSENT: Councilman Kinney A ' <IIi,. It was moved by Councilman Mori, and seconded by Councilman Pearson, that Resolution No. 73-69, designating the City Manager as the City's representative in all matters of Employer/Employee Relations, with the authority to meet and confer in good faith on matters within the scope of representation including wages, hours, other terms and conditions of employment, and the City Manager is further authorized to delegate specific duties and responsibilities in these matters when it is deemed appropriate and upon giving notice to the City Council, be adopted. The roll call vote was as follows: AYES: Councilmen Herlihy, Mori, Pearson, and Mayor Reid NOES: None ABSENT: Councilman Kinney .1 ADJOURNMENT There being no further business at 9:20 P,M., it was moved by Councilman Herlihy, and seconded by Councilman Mori, that the meeting be adjourned to meet again in Adjourned Regular Session at 8:00 P.M., on April 23, 1973.
