REPORTS OF THE CITY ATTORNEY <br /> Report~ Re: Environmental Impact Statement Guidelines <br /> Mr. Hirst presented the Environmental Impact Statement guidelines, stating they <br /> followed the guidelines as set forth by the State Department of Resources, and with <br /> which our guidelines must be consistent for procedures to be followed° <br /> <br /> Councilman Pearson questioned the time limit on page 17, paragraph (b). <br /> <br /> Mr. Hirst changed paragraph (b), page 17, to read as follows: "Said appeal <br /> shall be in writing and shall be filed with the City Clerk not later than the tenth <br /> (lOth) day following the date upon which said notice of determination was first <br /> posted or mailed to the applicant or published in the official newspaper of the <br /> City, whichever is later". <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilm_~n Herlihy, that <br /> Resolution Noo 73-58, approving the Environmental Impact Statement guidelines as <br /> amended, be adopted° <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid <br /> NOES: None <br /> ABSENT: None <br /> <br /> Councilman Pearson requested that the City Council consider having the En- <br /> vironmental Impact Statements done by some other group than the Planning Commission. <br /> <br /> Resolutions Re: Adoption of Prevailing Wage Rate in City of Pleasanton Area <br /> Mr. Hirst presented this routine resolution for approval, stating that the <br /> prevailing wage rates were on file in the office of the City Clerk. <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman Mori, that <br /> Resolution No. 73-59, adopting the Prevailing Wage Rate in the City of Pleasanton <br /> area, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid <br /> NOES: None <br /> ABSENT: None <br /> <br /> COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> Mayor Reid reported on a meeting with members of the Fair Board staff and <br /> several members of the Fair Liaison Committee to review the possible use of the <br /> Soil Conservation Buildings at the Fairgrounds. He requested that the staff <br /> prepare a proposed site plan and the use these facilities would be put, to <br /> provide the Council with sufficient Justification for number of square feet <br /> needed and how it would be used, and the parking space available. <br /> <br /> MATTERS INITIATED BY COUNCIL MEMBERS <br /> Mayor Reid reported that he had been requested to testify at the hearing <br /> in Sacramento on SB 160 regarding extension of BART, but the matter was con- <br /> tinuedo <br /> <br /> Councilman Mori reported that he had artended a League of California Cities <br />-- meeting in Los Angeles, March 31st, on Taxes and Revenue, and they discussed <br /> the problems associated with SB 90. He further stated there would be a League <br /> action report on future revenue and taxes forthcoming in the next month or two. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> No one addressed the Chair. <br /> <br /> EXECUTIVE SESSION <br /> Mayor Reid recessed the meeting to an Executive Session at 9:10 P.M. <br /> <br /> Mayor Reid reconvened the meeting at 9:40 P.M. <br /> <br /> 3. 4/2/73 <br /> <br /> <br />
