<br /> Mayor Reid declared a Moment of Silence in respect and memory of Former
<br />President Lyndon B. Johnson, who died today.
<br />
<br />CALL TO ORDER - PLEDGE TO THE FLAG
<br /> Mayor Robert Reid called the Adjourned Regular Meeting of the City Council
<br /> to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag.
<br />
<br />ROLL CALL
<br /> Deputy City Clerk Doris George called the roll which was recorded as follows:
<br />Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid were present. Mr. Edgar,
<br />City Manager, Mr. Hirst, City Attorney, Mr. Campbell, Director of Public Works, and
<br />Mr. Castro, Director of Community Development, were present.
<br />
<br />CONSENT CALENDAR
<br /> It was moved by Councilman Pearson and seconded by Councilman Herlihy that
<br /> the following items listed on the Consent Calendar, be approved:
<br />
<br />a. Approval of City Council Minutes for January 15, 1973.
<br />
<br />b. Adoption of Resolution No. 73-13, approving Progress Payment No. 2, to
<br /> Silva's Pipeline for Project 72-5, Stoneridge Waterline, in the amount
<br /> of $16,236.00.
<br />
<br />c. Adoption of Resolution No. 73-14, approving Progress Payment No. 5, to
<br /> Precomp Tanks, Inc., for work performed in December, 1972, for Bonde
<br /> Reservoir, in the amount of $24,792.12.
<br />
<br />The roll call vote was as follows:
<br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid
<br />NOES: None
<br />ABSENT: None

<br />PUBLIC HEARINGS
<br /> There were no public hearings scheduled for this meeting.

<br />MATTERS CONTINUED FOR DECISION
<br />Report of the City Manager, Re: Special Consideration for a Reduction in fees
<br />for the construction of Pleasanton Greens Project
<br /> Mayor Reid stated this matter had been continued from the meeting of December
<br />18, 1972.
<br />
<br /> Mr. Edgar presented the staff report and explained the attached appendices.
<br />He stated the arguments in favor of a fee reduction included the matter of the
<br />need for the housing element, the reservation for sewer connection, and the
<br />position of the City position to HUD. The arguments against a fee reduction
<br />included the establishment of a precedent, the budgetary effects, the practice
<br />reason of fair share, and the fact that the reduction would still not be
<br />enough to make the project feasible.

<br /> Mr. Edgar presented a letter from Mr. William B. Alexander, Jr., Architect,
<br />Mullen-Morris-Alexander, 1600 "B" Street Hayward, dated January 22, 1973, re-
<br />garding this matter.
<br />
<br /> Mro Edgar presented a letter from Mr. John Bowling, Executive Director,
<br />Pleasanton Housing Authority, dated January 18, 1973, regarding Pleasanton
<br />Greens request to City for a reduction in Permits and Fees.
