He further stated that a number of things had happened
since that time, such as the Kaiser Dump Site proposal, which made it impossible
for the Pleasanton Garbage Company to go ahead with their plans. Mr. Edgar stated
that since the present dump site is expected to be filled to capacity within one
year, Pleasanton Garbage Company is again considering submitting their application
to Alameda County Planning Commission and Board of Supervisors for construction of
a transfer station in order to continue solid waste disposal service in the City
of Pleasanton, and they are requesting City Council endorsement of this concept.

Mr. Joe Schwab, Attorney, representing Pleasanton Garbage Company reviewed the
concept of the transfer station. He stated there were three alternatives as fol-
lows: (1) Another site; (2) Contract with an outside scavanger company; and (3)
Create a transfer station. He further stated that Alternate3 was the most
feasible, would utilize the present dump site, and be more convenient to the
residents o£ the City. He requested City Council endorsement of the concept of
a transfer station in order to handle the solid waste disposal problem.

Councilman Reid asked if the Pleasanton Garbage Company would be favorable to
a joint partnership with the City for recycling services on a contractual basis.
Mr. Schwab stated that the Pleasanton Garbage Company had always cooperated with
the City on any effort of betterment for the community and he felt sure they
would cooperate on this matter if it was feasible.

Councilman Reid stated that after much study and review of the Solid Waste
disposal problem, he felt the transfer station was a good solution for the City
of Pleasanton.

2. 1.~/5/73
