MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> April 29, 1974 <br /> <br />""~ CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Mori called the Special Meeting of the City Council to order at 8:00 <br /> P.M., and then led the Pledge of Allegiance to the flag. <br /> <br /> ROLL CALL <br /> Roll call is recorded as follows: Councilmen Herlihy, Kinney, Councilwoman <br /> LeClaira, Councilman Philcox and Mayor Mori were present. Mr. Edgar, City Manager; <br /> Mr. Scheidig, City Attorney; Mr. Campbell, Assistant City Manager/Director of Public <br /> Works; Mr. Bowling, Director of Housing and Community Development; Mr. Walker, <br /> Assistant to the City Manager; and Mr. Miller, Assistant to the City Manager, were <br /> present. <br /> <br /> SPECIAL REPORTS <br /> Report Re: Status of Sewage Treatment Plans. <br /> After some introductory comments, Mr. Campbell reviewed the renovations which <br /> are now underway at the Sewage Treatment Plant and the ones which would be required <br /> in the near future. The total estimated cost of $300,000 included funds needed for <br /> emergency sewage treatment and disposal repairs. <br /> <br /> Mr. Scheidig pointed out that there were a number of reasons for the required <br /> City expenditures. The Cease and Desist Order imposed in the Spring of 1973, the <br /> structural failure of existing digester and court litigation were the main reasons <br /> for this expenditure. <br /> <br /> William Anderson of Kennedy Engineers reviewed the alternatives and other pro- <br /> gram costs related to the two most viable alternatives set forth in the project <br /> report. These two alternatives are: interceptor sewer to V.C.S.D.; and, construc- <br /> tion of a new sewer treatment plant. <br /> <br /> Mr. Anderson pointed out that at the meeting with the State people on this date, <br /> April 29, 1974, that several requirements regarding population projections, eligi- <br /> bility quotas and State Policy were discussed, <br /> <br /> Mr. Anderson indicated the total cost of a new sewer treatment plant would <br /> obviously be more than an interceptor sewer. However, the eligibility requirement <br /> for the future as well as the buy-in cost to V.C.S.D, together with a revised popu- <br /> lation projection would make the construction of a new sewer treatment plant more <br /> feasible. <br /> <br /> Aftela lengthy discussion regarding State policy as well as projected costs, <br /> Carl Kadie presented his report dated April 26, 1974, outlining a projected sewer <br /> rate structure which would be necessary to recoup certain costs which the City would <br /> incur as a result of the renovation project and phase-out program. <br /> <br /> After a series of questions, the City Council instructed the staff to prepare a <br /> compilation of the data presented at the meeting of this date for presentation on <br /> May 13, 1974. <br /> <br /> ADJOURNMENT <br />.... There being no further business at 9:50 P.M., it was moved by Councilman <br /> Kinney, and seconded by Councilwoman LeClaire, that the meeting be adjourned to <br /> meet again in Regular Session at 8:00 P.M. on May 13, 1974. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox, <br /> and Mayor Mori <br /> NOES: None <br /> ABSENT: None <br /> <br /> Respectfully Submitted, <br /> <br /> WILLIAM H.
