MINUTES <br /> of <br /> THE STUDY SESSION <br /> Of <br /> THE CITY COUNCIL <br /> <br /> March 20, 1974 <br /> <br /> Mayor Floyd Mori called the Study Session of the City Council to order at <br />7:30 P.M., with the following Council People in attendance: Councilmen Herlihy, <br />Kinney, Councilwoman LeClaire, Councilman Philcox, and Mayor Mori. <br /> <br /> Mayor Mori welcomed representatives from Bayshore Properties as well as <br />representatives from Bond Counsel and the Engineering Firm regarding the <br />development of the Shopping Center. <br /> <br /> Mr. Edgar made the initial presentation to the City Council, outlining the <br />progress which had been made regarding the development Of the improvements <br />related to the Shopping Center since last Fall. He stated that each Council <br />member had received a report which had been previously prepared and was presented <br />on November 7, 1973, and indicated that the purpose of the study session was to <br />review that report and material related to the up-dating of that information. <br /> <br /> Mr. Edgar also referred to a number of Environmental documents which had <br />been previously reviewed by the City Council and the public at large, which. <br />were as follows: <br /> <br />1. Environmental statement for the Stoneridge Shopping Center, which was <br /> reviewed by the City Council in October, 1972. <br /> <br />2. The various Negative declarations for Stoneridge Drive, FoothillRoad, the <br /> Foothill Reservoir and the Fire Station. <br /> <br />All of these documents had been subjected to public scrutiny recently. Mr. <br />Edgar indicated that these documents were placed again before the City Council <br />in a public meeting for their review and consideration in order that any action <br />taken regarding the Shopping Center would be viewed in light of these various <br />Environmental documents. <br /> <br /> At this point Mr. Walker reviewed the various costs related to the improve- <br />ments of the Shopping Center and several exhibits which were presented to the <br />City Council for their review. <br /> <br /> Mr. Edgar reviewed the map of the Shopping Center and the Zoning designations. <br /> <br /> Mr. Ed Ness, of Sturgess, Den Dulk, Douglass and Andersen, discussed with the <br />City Council the various procedures necessary to implement the financing meChanSim <br />for the development of the Shopping Center. This mechanism included a series of <br />assessment districts and a reimbursement agreement between the developer and the <br />City in which the City would be fully protected and assured of the development of <br />the Shopping Center prior to the recording of the assessment district liens. <br /> <br /> Mr. Fairfield, MacKay and Somps, explained the various assessment diagrams <br />for the City Council and answered questions regarding the specific exhibits. <br /> <br /> After some discussion by the City Council, the Study Session was closed. <br /> <br /> <br />
