CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 88-151 <br /> <br /> RESOLUTION COMMENDING MR. HOLLIS FRANKS FOR <br /> HIS HEROIC LIFE SAVING ACTIONS ON THE MORNING <br /> OF MARCH 23, 1988 ON INTERSTATE 580 AT THE <br /> SCENE OF A MULTIPLE VEHICLE, MAJOR INJURY <br /> ACCIDENT WITHIN THE CITY OF PLEASANTON. <br /> <br />WHEREAS, on the morning of March 23, 1988 at approximately 7:30 <br /> a major injury accident with people entrapped in burning <br /> vehicles was reported on Interstate 580 within the City <br /> of Pleasanton; and <br /> <br />WHEREAS, one of the drivers involved in this accident, Mr. Hollis Franks, <br /> even though badly shaken and suffering minor injuries as a <br /> result of being trapped in his own badly damaged and on-fire <br /> vehicle, and having to kick out his windshield to escape, <br /> recognizing the plight of the other driver and the immediate <br /> need for action; and <br /> <br />WHEREAS, Mr. Franks, braving the flames, sights and sounds of a <br /> human being consumed by fire, attempted to free the <br /> victim, but was unable to release the seat belt restraining <br /> him; and <br /> <br />WHEREAS, Hollis Franks, even though receiving burns to his own <br /> person, using a pocket knife produced by another rescuer, <br /> reached back into the inferno successfully cutting the <br /> seat belt and together with the other rescuer removed <br /> the driver from his burning vehicle; and <br /> <br />WHEREAS, Mr. Franks utilized his emergency medical skills on the <br /> victim to maintain an open airway, splint a badly frac- <br /> tured arm, protect the victim's eyes from further injury, <br /> did a full hands-on injury assessment and treated the <br /> victim for shock, and passed on vital information to <br /> arriving emergency personnel; and <br /> <br /> <br />
