Police Department Mr. Campbell stated that the only recommendation in the Police Department is the creation of one Police Sergeant position, to be filled through a promotional examination without increasing the total Police Department personnel complement. It was moved by Councilman Herlihy, and seconded by Councilman Kinney, authoriz- ing the creation of one Police Sergeant position, to be filled through promotional examination without increasing the personnel complement of the Police Department. Fire Department Mro Campbell presented the progress report of this Department and recommended the creation of two Fire Lieutenant positions, to be filled by appropriate proce- dure without increasing the personnel complement of the Fire Department. Councilman Reid requested, on the basis of the recent Court decision, that the specific delineations be made a part of the Personnel Rules related to Fire Service prior to the time these new positions are filled so that there will be no misunderstanding of the position that is to be attained by those candidates taking the examination. It was moved by Councilman Reid, and seconded by Councilman Herlihy, authoriz- ing the creation of two Fire Lieutenant positions, to be filled through a promo- tional examination without increasing the personnel complement of the Fire De- partment.
