Councilwoman Helen Tirsell, of Livermore, made a presentation to the City Council
in which she emphasized that it was important that municipalities utilize the
Williamson Act as it was originally intended and approved the County Assessor for
the purpose of evaluating property more in accordance with the development time
schedule which local governments have for properties as well as the ability of local
governments to service proposed communities~

The City Council generally expressed opposition to the proposal and agreed that
the draft resolution opposing the Las Positas New Town should be made stronger.
Councilman Kinney opposed this idea and felt that the proposed resolution that was
before the Council was strong enough and that the City Council was acting in a
matter which was outside its sphere of influence and concerning itself with some-
thing that was not specifically the purview of the City of Pleasanton.

After some discussion, it was moved by Councilman Philcox, and seconded by
Councilwoman LeClaire, that Resolution No. 74-215, regarding opposition to Las
Positas New Town, be adopted.
The roll call vote was as follows:
AYES: Councilman Herlihy, Councilwoman LeClaire, Councilman Philcox, and
Mayor Mori
NOES: Councilman Kinney
ABSENT: None

ADJOURNMENT
There being no further business at 9:30 P.M., it was moved by Councilman Philcox,
and seconded by Councilman Herlihy, that the meeting be adjourned to meet again in
Regular Session at 8:00 PoM., on November 11, 1974.
The roll call vote was as follows:
AYES: Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox,
and Mayor Mori
NOES: None
ABSENT: None

Respectfully Submitted,

WIL ,

11/4/74
