MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> October 28, 1974 <br /> <br /> CALL TO ORDER <br /> Mayor Floyd Mori called the Adjourned Regular Meeting of the City Council to <br /> order at 8:00 P.M., for study session with the Park and Recreation Commission. <br /> <br /> ROLL CALL <br /> Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox, and <br />Mayor Mori were present. Mr. Edgar, City Manager, Mr. Campbell, Assistant City <br />Manager/Director of Public Works, Mr. Sooby, Director of Engineering Services, <br />and Mr. Caporusso, Recreation Superintendent, were present. <br /> <br />AGENDAAMENDMENT <br /> Mayor Mori brought up item 5a - Report, Re: ABAG's Policy Statement regarding <br /> Economic Development and Regional Growth Management, for discussion prior to the <br /> Proposed Bond Issue. <br /> <br /> SPECIAL REPORT <br />Repo.~t~ Re: ABAG's Policy Statement re~ardin~ Economic Development and Regional <br />Growth Management <br /> It was the consensus of the City Council that ABAG's policy statement was <br />consistent with the Council's previous position on the formulation of a develop- <br />ment program and consistentwith the Council's restricted growth policy. It was <br />decided that Councilman Herlihy, on behalf of the City Council, would support <br />this position at the ABAG meeting on October 30, 1974. <br /> <br />PROPOSED BOND ISSUE <br />Park and Recreation Facilities <br /> Mr. Caporusso reviewed the staff report dated October 25, 1974, entitled <br />'~3ark Bond Proposal". Mr. Caporusso went into the background on this particular <br />matter, and feedback which had been obtained from various organizations and groups <br />within the City. He also reviewed alternative bond proposals and costs which had <br />been prepared by the staff. <br /> <br /> The report was discussed in some detail by the Commission and the City Council, <br />and afterward it was decided that the proposed park bond issue would be deferred <br />for ninety (90) days until such time as the Council had determined a direction <br />regarding sewage treatment for the City and the other matters regarding sewage <br />treatment had been resolved. <br /> <br /> It was also decided that thirty (30) days after the City Council had made a <br />decision on the sewage treatment matter that another study session would be called <br />by the Council and the Park and Recreation Commission for further discussion on <br />this matter. <br /> <br />ADJOURNMENT <br />Mayor Mori adjourned the Adjourned Regular Meeting of the City Council at <br />10:00 P.M., to meet again in Regular Session at 8:00 P.M., on October 30, 1974. <br /> <br />Respectfully Submitted, <br /> <br />WILLIAM H.
