38l: MINUTES of THE MEETING of THE CITY COUNCIL May 19, 1975 CALL TO ORDER - PLEDGE TO THE FLAG Mayor Edward Kinney called the Adjourned Regular Meeting of the City Council to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. ROLL CALL Deputy City Clerk Doris George called the roll which is recorded as follows: Councilmembers LeGlairs, McLain, Philcox, and Mayor Kinney were present. Council- member Herlihy was absent. Mr. Edgar, City Manager, Mr. Scheidig, City Attorney, and Mr. Campbell, Assistant CityManager/Director of Public Works, were present. SPECIAL REPORTS Discussion with Officials of the Post Office re~ardin~ Curbside Mail Boxes Mayor Kinney stated the purpose of this meeting is to receive a presentation from representatives o£ the Post Office on proposed changes in service. Mr~ Scheidig presented background information regarding this matter, stating. that Ordinance Noo 341 probibiting cuzbsidemail boxes was adopted nine years ago. He stated that in the last year the Post Office had made several changes in mail delivery service and there is a conflict between the City's ordinances and the Post Office regulations. Mr. Prank Rogers, Manage~ of Delivery and Collections for the Post Office in Oakland, read the delivery policy of the Postal Service. Mr. Rogers stated the change in delivery was necessary due to increased costs in service. He added that the Post Office must be self-supporting by 1984, and must operate within budget limitations, providing adequate service at reasonable costs. He stated that curbside or central delivery service was much cheaper than door-to-door delivery, therefore, the Post Office Department had opted to enforce the delivery policy~ Mr~ Rogers stated the policy as of March 27, 1975, only applied to new subdivisions. Mr. Rogers answered questions asked by Council and the public. Mr~ Don Schulte, 6868 Payne Road, stated he wanted door-to-door mail delivery, not unsatisfactory alternatives~ Mrs~ Donna Camp, resident of Val Vista, requested satisfactory resolution of the matter in order to receive mail service~ Mr. Mike Taylor, 3758 West Las Positas Blvd., stated he had sent a letter to the Mayor notifying intent to file suit against the City in order to get mail delivezy~ He stated he was not opposed to curbside or central delivery, and felt the City ordinance was illegal. Mrs. Kathryn Stigerts, 6857 Heath Court, stated a petition had recently been presented to the City Council requesting an amendment of the ordinance to allow for cuzbside mail delivery. Mr. A~ Gams, 3i20 Cranwood Court, stated he intended to present a petition and file suit against the City if necessary in order to receive home delivery of mail, and that he was not opposed to curbside mail box or central or cluster box delivezy service.
