Mr. Edgar discussed the background of application for funding. Mr. Harris gave a status report on this matter, explaining the dif- ferent funding mechanisms being pursued for the completion of the City's capital improvements. Councilmember LeClaire asked how the formula for funding allocation is based. Mr. Edgar explained funding is based on a formula prepared by the Federal government including population, ~ncome and percentage of dilapi- dated buildings. individual Mayor Kinney declared the Public Hearing open. Mr. William Apperson, representing the Livermore-Amador Valley His- torical Society, addressed the Council, reminding them that the Society had last year come before them with a request for allocation to restore Kottinger Barn. He stated that the Society is willing to take responsi- bility for the project but needs assistance with funding and asked for direction from the Council. Mayor Kinney suggested that the Society .address correspondence to the staff, listing money requirements, before the next meeting. As no one else wished to speak, the Public Hearing on this matter qas continued to December 8, at 8:00 P.M., at the Pleasanton Justice Court. ~DUBLIC HEARINGS (Contd.) Appeal of Morrison Homes to an adverse decision of the Planning CommisSion _denying Tentative Tract Map 3606; an appi~Cation to subdivide approximately nine [9) acres of land located on Woodthrush Road northeasterly of Woodthrush Park into 41 separate lots.
