<br />" CALL TO ORDER - PLEDGE TO THE FLAG
<br /> Mayor Edward Kinney called the Adjourned Regular Meeting of the City Council
<br /> to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag.
<br />
<br /> ROLL CALL
<br /> Deputy City Clerk Doris George called the roll which is recorded as follows:
<br /> Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney were present.
<br /> Mr. Edgar, City Manager, Mr~ Scheidig, City Attorney, Mr o Campbell, Assistant City
<br /> Manager/Director of Public Works, Mr. Bowling, Director of Housing and Community
<br /> Development, Mr. Harris, Director of Planning, and Mr o Walker, Assistant to the
<br /> City Manager, were present.

<br /> CONSENT CALENDAR
<br /> It was moved by Councilmember Herlihy, and seconded by Councilmember LeClaire,
<br /> that the following item listed on the Consent Calendar be approved:
<br />
<br /> a, Adoption of Resolution No, 75-235, approving final payment to Deetz Construc-
<br /> tion Company, Inc., in the amount of $5,144.01, for completion of Sludge Drying
<br /> Beds, Project No. 75-4, and authorizing staff to file Notice of Completion
<br />
<br /> The roll call vote was as follows:

<br />-- SPECIAL REPORTS
<br /> Report regarding recent State Population Projections for Pleasanton and their
<br /> effects on the General Plan Revision
<br /> Mr, Harris presented his report dated October 30, 1975, regarding this matter,
<br /> stating the recommendations of the Planning Commission were as follows: (1) that
<br /> the population of the Planning Area be approximately 48,700 for the year 1996;
<br /> (2) that the "ultimate" holding capacity of the Planning Area be 76,000; and (3)
<br /> that the staff prepare a growth management plan to determine how development should
<br /> take place within the Planning Area over the next twenty years~
<br />
<br /> Mr. Edgar emphasized that the population figures which are being discussed at
<br /> the present time are ones that have been calculated and are now being used by the
<br /> State of California. These figures represent funding limitations for sewage treat-
<br /> ment facilities planned over the next ten and twenty years. They are figures that
<br /> have been imposed upon the City by the State and EPA in order to limit population
<br /> growth in order to achieve environmental standards within the Valley; they are
<br /> State figures - not the City's. He stated that it should also be clarified that
<br /> the City has often disputed these figures as being unrealistic and based upon
<br /> erroneous assumptions. For example, the City has never agreed that sewage capa-
<br /> city should be based upon population rather than new household formations; that
<br /> the City has endeavored to change this criteria for many year and has been un-
<br /> successfui~ Mr. Edgar further stated that at the present time the City of
<br /> Pleasanton has a very difficult sewage treatment problem in that the sewage
<br /> treatment plant on Sunol Boulevard is antiquated, out-of-date, and is in serious
<br /> need of replacement or phase-out, At this point, and based upon available in-
<br /> formation, the earliest date that a sewage treatment solution seems possible is
<br /> 1980, Since it will probably take about 5-10 years to resolve the current policy
<br /> positions of EPA and the Sta~e related to growth, it appears that little time
<br /> remains to resolve the problem of the City's sewage treatment plant on Sunol
<br /> Boulevard, and at this point the public interest demands a resolution to the
<br /> sewage treatment problem, Mr~ Edgar stated that in order to accomplish this
<br /> and pave the way for an immediale solution, it is staff's feeling that the
<br /> acquiesce to the State population figures is a practical way of solving the
<br /> problem while at the same time permitting the flexibility to change these figures
<br />
