MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> October 6, 1975 <br /> <br /> CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Edward Kinney called the Special Joint Meeting of the City Council and <br />Planning Commission to order at 8:00 P.M., and then led the Pledge of Allegiance <br />to the flag. <br /> <br />ROLL CALL <br /> The roll is recorded as follows: Councilmembers Herlihy, LeClaire, McLain, <br />Philcox, and Mayor Kinney were present. Planning Commissioners Walt Wood, Dave <br />Shepherd, and R. E. Butler, were present. Mr. Edgar, City Manager, Mr. Scheidig, <br />City Attorney, Mr. Levine, Deputy City Attorney, Mr. Campbell, Assistant City <br />Manager/Director of Public Works, Mro Bowling, Director of Housing and Community <br />Development, Mr. Harris, Director of Planning, and Mr. Walker, Assistant to the <br />City Manager, were present. <br /> <br />SPECIAL ITEM <br />Effect of State Population Projections on the General Plan Revision <br /> Mayor Kinney introduced the subject and turned the meeting over to staff. <br /> <br />Introduction: Review of recent State Department of Finance/Water Resources <br />Control Board Population Projections <br /> Mr. Edgar reviewed the population projections. <br /> <br />Land Use Implications and review of Capital Improvement Program to projected <br />growth levels <br /> Mr. Harris reviewed land use implications and implications to the Capital <br />Improvement Program. <br /> <br />Legal Tools available to City for growth management <br /> Mr. Scheidig reviewed his report regarding legal tools available to the <br />Council for making the General Plan consistent with the State population <br />projections and emphasized the need for a General Plan complying with State <br />law. <br /> <br /> Discussion ensued between City Council and Planning Commission regarding <br />this matter, especially regarding the proposed holding capacity of 76,000 and <br />when the same would be achieved. It was agreed that the 48,611 population <br />figures did not preclude attaining the proposed holding capacity at some <br />indefinite date. The Planning Commission and staff were directed to come <br />back to the City Council with recommendations by November 3, 1975. <br /> <br />ADJOURNMENT <br /> There being no further business at 10:30 P.M., it was moved by Councilmember <br />Herlihy, and seconded by Councilmember LoCiairs, that the meeting be adjourned to <br />meet again in Regular Session at 8:00 P.M., on October 13, 1975. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LoCiairs, McLain, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br />Respectfully Submitted, <br /> <br />WILLIAM H.
