149 <br /> <br />Applicant's Presentation Continued <br /> Ted Fairfield, MacKay and Somps, Engineers representing Dr. Long, expressed <br />confusion regarding actions taken in regard to this development, and requested <br />that City staff and the developer meet in informal session in an attempt to re- <br />solve the problems related to this project. Mr. Fairfield reiterated some of <br />the background information related to this development and the merits of such <br />a development in the community. <br /> <br /> Dick Braden, MacKay and Somps, Engineers representing Dr. Long, gave <br />engineering details of the road in question and solution to problems raised <br />by the Planning Commission and City Council, to make the road in conformance <br />with conditions set by the Planning Commission. <br /> <br /> Questions of the applicant's representatives were posed by Councilmembers. <br /> <br /> Mayor Kinney recessed the meeting at 9:40 P.M. <br /> <br /> Mayor Kinney reconvened the meeting at 9:50 P.M. <br /> <br />Cit7 Attorney's Presentation <br /> Mr. Scheidig reviewed the material submitted to the Planning Commission <br />regarding width of the road, the steephess of the grade, the amount of traffic <br />generated by the proposed development, and private streets presently existing <br />in the City. He also provided additional exhibits to the City Council (Exhibits <br />C-1 to C-23), which showed fire truck and vehicular traffic on the proposed 18' <br />road and a 26' road, the curve area on the proposed Longview Lane, and the only <br />existing 20% grade and road in Contra Costs County which is 1500' long and has <br />24' of width with guard rails. <br /> <br /> Mr. Scheidig rebutted comments by Mr. gaines, Ted Fairfield, and Dick Braden <br />regarding comparing the proposed development with Castlewood and ignoring the <br />dangerous lesson learned from Santos Ranch Road. <br /> <br /> Mayor Kinney recessed the meeting at 10:35 P.M. <br /> <br /> Mayor Kinney reconvened the meeting at 10:45 P.M. <br /> <br />City AttorneT's Presentation Continued <br /> Mr. Scheidig continued his presentation regarding grading and potential <br />sluffing as shown by the developer's report, stating that it does not allow <br />for benching, drainage, guard rails, etc. <br /> <br /> There was a question and answer period following Mr. Scheidig's presentation. <br /> <br /> The following City staff testified regarding Longview Drive, by sum-mrizing <br />their testimony before the Planning Commission: <br /> <br /> Mr. Campbell <br /> Mr. Sooby <br /> Mr. Harris <br /> Mr. Eaton <br /> Mr. Nelson <br /> Mr. Klenk <br /> <br /> Mayor Kinney recessed the meeting at 12:05 P.M. <br /> <br /> Mayor Kinney reconvened the meeting at 12:15 A.M. <br /> <br /> 3. 9/15/75 <br /> <br /> <br />
