MINUTES of THE MEETING of THE CITY COUNCIL August 28, 1975 CALL TO ORDER Mayor Edward Kinney called the Special Meeting of the City Council to order at 4:30 P.M. ROLL CALL Deputy City Clerk Doris George called the roll which is recorded as follows: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney were present. Mr. Edgar, City Manager, and Mr. Walker, Assistant to the City Manager, were present. SPECIAL ITEM Adoption of 1975-76 Fax. Rate ~or C~t7 of Pleasanton Mr. Edgar presented a further report regarding the 1975-76 Tax Rate, dated August 27, 1975, pertaining to information requested by Council related to pro- gram additions in the Departments of Housing and Community Development and Public Safety. Council discussion ensued regarding the title of "Housing Specialist" for the proposed position in the Department of Housing and Community Development, and the duties of this position. It was determined that before consideration of hiring any personnel, that the City Council meet with the Housing Authority Board to determine if the consolidation arrangement between City staff and Housing Authority staff should be made permanent, and a clearer role of the position of the Director of Housing and Community Development be made. Council discussion ensued regarding a possible reduction in the tax rate as a result of the salary savings due to not filling the proposed positions until approximately October 1, 1975. Council concurred this should be taken into consideration which would reduce the tax rate by 2¢. It was moved by Councilmember Philcox, and seconded by Councilmember Herlihy, that Resolution No. 75-184, fixing the tax rate for the City of Pleasanton during the Fiscal Year 1975-76, and establishing a Special Tax levy pursuant to Section 8809 of the Streets add Highways Code of the State of California, as follows: General $1.77 Bond .04 Total Tax Rate $1.81 Assessment District .03 GRAND TOTAL $1.84 be adopted. The roll call vote was as follows: AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney NOES: None ABSENT: None It was moved by Councilmember LeClaire, and seconded by Councilmember Herlihy, that Resolution No. 75-185, a Joint resolution with the Park and Recreation Com- mission, commemorating the late Assemblyman Edwin L. Z'berg, be adopted. The roll call vote was as follows: AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney NOES: None ABSENT: None
