Installation RL..~ewly-elected City Council People <br /> Mr. Edgar administered the loyalty oaths, presented them with their Certificate <br />of Election, and installed Frank C. Brandes, Jr., William J. Herlihy, and Kenneth <br />R. Mercer as Councilmembers of the City of Pleasanton, each for four (4) year terms <br />of office from and after Tuesday, March 9, 1976, and until their successors are <br />elected and qualified. <br /> <br /> Mayor Kinney and Councilmember McLain retired and the newly elected City Council- <br />members took their Chairs, with Vice Mayor Herlihy thairing the meeting. <br /> <br />CITY COUNCIL REORGANIZATION <br /> Vice Mayor Herlihy requested that the following rules be followed in the selection <br />of Mayor and Vice Mayor: (1) that no public input be allowed or petitions accepted, <br />the selection being made from members of the City Council; (2) that each candidate <br />desiring the Mayor's position make a brief statement declaring their intention; and <br />(3) that the roll call vote for Mayor and Vice Mayor be done in alphabetical order of <br />Councilmembers. Council concurred with these rules. <br /> <br />The following three Councilmembers spoke regarding their desire for the Mayor's <br />position: Councilmember Joyce LeClaire, Vice Mayor Herlihy, and Councilmember Philcox~ <br /> <br /> It was moved by Councilmember Mercer that Councilmember LeClaire be appointed as <br />Mayor. <br /> <br /> The motion died for lack of a second, <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember LeClaire, <br />that Resolution No. 76-50, appointing Councilmember Philcox as Mayor for a term of <br />one (1) year, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, LeClaire, Mercer, and Philcox <br />NOES: Vice Mayor Herlihy <br />ABSENT: None <br /> <br /> Vice Mayor Herlihy requested the Deputy City Clerk to change his vote to AYE, <br />making a unanimous vote in support of the new Mayor. <br /> <br /> Vice Mayor Herlihy vacated the Chair, and Mayor Philcox took over his duties <br />as Mayor, and called for nominations for Vice Mayor, <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />that Resolution No. 76-51, appointing Councilmember LeClaire as Vice Mayor for a <br />term of One (1) year, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF THE CITY MANAGER <br />~ppointments to Committees <br /> Mr. Edgar stated that assignments to the various Committees was made by the <br />Mayor, and this matter should be referred to staff at this time. <br /> <br />Schedule of City Council Orientation and Work Sessions regarding 1975-76 Mid-year <br />BudMet Review and Preliminary 1976-77 Budget <br /> Mr. Edgar presented a timetable to the City Council scheduling the various <br />meetings for orientation and review of the 1975-76 Mid-year and Preliminary 1976-77 <br />Budgets. <br /> <br />REMARKS BY NEWLY-ELECTED COUNCILMEMBERS <br /> Councilmembers Brandes and Mercermade brief remarks, thanking their campaign <br />supporters and pledging their dedicated service to the community. <br /> <br /> 5. 3/9/76 <br /> <br /> <br />
