MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> January 19, 1976 <br /> <br />CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Edward Kinney called the Adjourned Regular Meeting of the City Council <br /> to order at 8:00 PoM., and then led the Pledge of Allegiance to the flag. <br /> <br />ROLL CALL <br /> City Clerk William Edgar called the roll which is recorded as follows: <br />Councilmembers LeClaire, McLain, and Mayor Kinney were present. Council- <br />member Herlihy entered the meeting at 8:15 P.M. Councilmember Philcox was <br />absent. <br /> <br /> Planning Commissioners Butler, Doherty, Garrigan, and Wood were present. <br />Commissioner Shepherd was absent. <br /> <br /> Mr. Edgar, City Manager, Mr. Scheidig, City Attorney, Mr. Campbell, Assistant <br />City Manager/Director of Public Works, Mr. Harris, Director of Planning, Mr. Swift <br />and Mr. Glenn, Planning Aides, were present. <br /> <br />AGENDAAMENDMENTS <br /> There were no agenda amendments presented at this meeting. <br /> <br />SPECIAL REPORTS <br />Introduction of the General Plan supplement.~ Env!ro.nmental E~.ementt and Revised <br />General Plan Map <br /> Mayor Kinney stated that the purpose of this meeting was to review the pre- <br />sentation of the General Plan. Mayor Kinney indicated that opportunity for <br />citizen input as well as further Commission and Council study would be provided, <br />and that the purpose of tonight's meeting was to review a staff presentation on <br />the subject matter. <br /> <br /> At this point Mayor Kinney turned the meeting over to Mr. Edgar who briefly <br />reviewed the history of the General Plan review since 1972. <br /> <br /> Mr. Harris then reviewed the background, the mandated elements, the Capital <br />Improvement Program, the supplement to the General Plan, and the General Plan Map. <br /> <br /> Mr. Swift reviewed the Environmental Impact Report, and specifically discussed <br />the summary tables regarding mitigation measures directed to adverse impact, for <br />both the Commission and the Council. <br /> <br /> After the presentation and some Commission and Council discussion, this matter <br />was referred to the Planning Commission to conduct a public hearing on the matter. <br /> <br />ADJOURNMENT <br /> There being no further business at 10:05 P.M., it was moved by Councilmember <br />LeClaire, and seconded by Councilmember McLain, that the meeting be adjourned to <br />meet again in Regular Session at 8:00 P.M., on January 26, 1976. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClatre, McLain, and Mayor Kinney <br />NOES: None <br />ABSENT: Councilmember Philcox <br /> <br />Respectfully Submitted, <br /> <br /> 1/19/76 <br /> <br /> <br />
