REPORTS OF THE CITY MANAGER Repo.rt~ Re: Approval of Lease Agreement~ Camp Parks Gymnasiumm LARPD and City of Pleasanton Mr. Caporusso presented his report dated October 29, 1976, regarding this matter. It was moved by Councilmember Mercer, and seconded by Councilmember Le- Claire, that Resolution No. 76-248, approving the Camp Parks Gymnasium Lease Agreement, Livermore Area Recreation and Park District (L.A.R.P.D.) and the City of Pleasanton, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox NOES: None ABSENT: None Report~ Re: Possible. Projects for Public Works Employment Act of 1976 Mr. Edgar presented the report of the Director of Engineering Services dated November 3, 1976, regarding this matter. After discussion, it was moved by Councilmember Mercer, and seconded by CoUncilmember Herlihy, that' Resolution No. 76-249, approving application for funding under the Public Works Employment Act of 1976, for Storm Drain Project- Old Pleasanton Area, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox NOES: Councilmember LeClaire ABSENT: None Councilmember LeClaire stated she felt Stoneridge Overcrossing was the most ~important project that should be considered at this time. It was moved by Mayor Philcox, and seconded by Councilmember Mercer, that Resolution No. 76-250, designating Foothill Reservoir as the second project to be considered under the Public Works Employment Act of 1976, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox NOES: None ABSENT: None Councilmember Brandes left the meeting at 11:45 P.M., due to illfiess. Matters for the Information of the Council Mr. Edgar presented the report of the Assistant City Manager dated October 27, 1976, regarding Fire Department Vehicles. .Mr. Edgar presented his report dated November 3, 1976, regarding rate schedule for Pleasanton Garbage Service. REPORTS OF THE CITY ATTORNEY There were no reports of the City Attorney presented at this meeting. COMMUNICATIONS There were no communications presented at this meeting. CITY COUNCIL COMMITTEE REPORTS Councilmembers presented various Committee Reports for the information of the Council. MATTERS INITIATED BY COUNCIL MEMBERS Councilmember Mercer stated Cable TV service had been interrupted fre- quently since the rate increase had been granted in September and he re- quested the City Attorney to investigate the possibility of customers receiving refund for time of interrupted service. Mayor Philcox asked the City Attorney to request an informal opinion from the Fair Political Practices Commission on the matter of Conflict of Interest regarding his participation on items on the agenda involving customers of his business. 5. 11/8/76
