341 <br /> <br /> MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> August 2, 1976 <br /> <br />CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Robert Philcox called the City Council Neighborhood Meeting to <br />order at 7:30 P.M., and then led the Pledge of Allegiance to the flag. <br />Representatives of the local Boy Scout Group presented the colors to the <br />City Council. <br /> <br />ROLL CALL <br /> The roll is recorded as follows: Councilmembers Brandes, LeClaire, <br />Mercer, and Mayor Philcox were present. Councilmember Herlihy was absent. <br />Mr. Edgar, City Manager, Mr. Scheidig, City Attorney, Mr. Campbell, Assis- <br />tant City Manager/Director of Public Works, Mr. Harris, Director of Planning, <br />and Mr. Sooby, Director of Engineering Services, were present. <br /> <br />INTRODUCTION AND EXPLANATION OF MEETING <br /> Mayor Philcox welcomed the residents to the Neighborhood Meeting of the <br />City Council and indicated that the Council will be meeting the first of <br />every month in various neighborhoods throughout the City. The objective of <br />these meetings is to elicit comments and suggestions from people in the <br />neighborhood regarding particular and local matters. It will be the ob- <br />Jective of the Council to keep the length of the agendas to a minimum. <br />Mayor Philcox introduced members of the City Council and City staff. <br /> <br />DETAILED DISCUSSION <br />Streets <br /> Mayor Philcox asked Councilmember Brandes to comment on the matter of <br />streets in the neighborhood. <br /> <br /> Councilmember Brandes indicated that the major traffic problem in the <br />area, namely Muirwood Drive, had been resolved and that, in his opinion, <br />there will be more citizen input needed to resolve future traffic problems. <br />Me stated that traffic problems are not only engineering problems but also <br />citizen problems, and in order to improve traffic safety it will be neces- <br />sary for citizens of the area to constantly be on the alert and drive as <br />carefully as possible. He indicated that he looked forward to more citizen <br />participation in traffic problems and hopefully future problems could be <br />resolved as expeditiously as possible. <br /> <br /> Councilmember Brandes indicated that the construction of the Las Positas <br />Overpass was a major issue in the City and that it would have to be resolved <br />in the near future. The immediate question before the City Council will be <br />whether or not to place this matter on the Ballot in order to generate suf- <br />ficient funds to construct the Overcrossing. <br /> <br /> Councilmember Brandes also stated that traffic along Foothill Road is a <br />problem that will have to be looked at. He pointed out that much of the <br />Road is in the County and would have to be a joint project between the City <br />and the County in order to resolve this particular traffic problem. <br /> <br /> Councilmember Brandes concluded by pointing out that there are not <br />sufficient funds to do all of the street improvements that the City would <br />like to do and that priorities will have to be established. <br /> <br />Planned Residential Development <br /> Mayor Philcox introduced Councilmember LeClaire, who spoke about planned <br />residential development. <br /> <br /> Councilmember LeClaire described the growth rate that has been imposed <br />by E.P.A. and the State and agreed upon by the City, which assumes that the <br />City will be approximately 48,000 population by the year 1996.
