MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> May 16, 1977 <br /> <br />CALL TO ORDER <br /> Mayor ~obert Philcox called the Adjourned Regular Meeting of the City Council <br />to order at 4:30 P.M., at the Pleasantqn Council Chambers. <br /> <br />ROLL CALL <br /> The roll call is recorded as follows: Councilmembers Herlihy, LeClaire, <br />Mercer, and Mayor Philcox were present. Councilmember Brandes was absent <br />Mr. Campbell, Acting City Manager, Mr. Scheidig, City Attorney, Mr. Walker, <br />Assistant to the City Manager, Mr. Caporusso, Director of Human Resources, <br />}~. Eaton, Director of Field Services, and Mr. Sooby, Director of Engineering <br />Services, were present. <br /> <br />FURTHER CONSIDERATION OF THE PRELIMINARY BUDGET FOR 1977-78 <br /> Council considered possible decreases in the 1977-78 Preliminary Budget. <br /> <br /> After discussion, the following changes were made in the Preliminary Budget; <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, <br />to allocate $500.00 for a Transportation Needs Study· <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: Councilmember Brandes <br /> <br /> Councilmember Brandes entered the meeting at 4:50 P.M. <br /> <br /> Council discussion ensued regarding conserving energy by reducing street <br />lighting. Councilmember Herlihy expressed concern regarding community response <br />to this action regarding crime and accident impact. It was the unanimous <br />decision of the Council to reduce the utility bill by reduction of street <br />lighting. Staff was directed to prepare a report for Council consideration <br />on reducing street lighting. <br /> <br /> Council considered the Human Services Department functions under the Park <br />and Recreation operation. Mr. Caporusso reported that ACAP/ACTEB has been <br />requested to fund the Human Services Director position. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Mercer, that the City will not assume responsibility for the <br />salary of the Director of Human Services. <br />'iRe roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, and Mercer <br />NOES: Councilmember LeClaire and Mayor Philcox <br />ABSENT: None <br /> <br /> <br />
