Councilmember Brandes reiterated his opposition to the CETA Program. <br /> <br /> Councilmember Herlihy expressed concern regarding CETA funds being allocated <br />to school districts because of their already high tax rate. <br /> <br /> After discussion, it was moved by Councilmember LeClaire, and seconded by <br />Mayor Philcox, that Resolution No. 77-318, approving the recommendations and <br />ranking of the Human Services Commission on CETA Title VI proposals, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers LeClaire, Mercer, and Mayor Philcox <br />NOES: Councilmembers Brandes and Herlihy <br />ABSENT: None <br /> <br />REPORTS OF THE CITY MANAGER (Contd.) <br />Revised Heritage Tree Ordinance <br /> Mayor Philcox declared this item continued to the meeting of December 13, <br />1977, for further review by the City Attorney. <br /> <br />Sale of YMCA Buildin5 - 287 Rose Avenue <br /> Mr. Campbell presented the report of the Director of Engineering Services <br />dated November 15, 1977, regarding this matter. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember Mercer, <br />that Resolution No. 77-319, instructing staff to offer the YMCA Building at 287 <br />Rose Avenue for sale to the highest bidder with preference given to bidders agree- <br />ing to preserve the building, and reserving the right to refuse any or all bids, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />Approval of Lease ~it~ .V~II~y Volunteer Bureau <br /> This item was approved under the Consent Calendar. <br /> <br />Ordinance Placing Historical Sites in a S,tudy District <br /> ~. Scheidig presented a draft ordinance placing certain historical structures <br />into the Historical Overlay District for an interim study period to allow review <br />of these landmarks. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember LeClaire, <br />that Ordinance No. 838, to be read by title only and waiving further reading <br />thereof, placing 24 structures designated by the Bicentennial Committee as his- <br />torical landmarks plus the existing Police Station and the Southern Pacific Rail- <br />road Station into the Historical Overlay District on an interim period of four <br />months, be adopted as an urgency measure. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, and Mayor Philcox <br />NOES: Councilmember Mercer <br />ABSEnt: None <br /> <br /> Councilmember Mercer stated he voted No because he felt some of the home <br />owners might be opposed to having their homes included in the Study District <br />even though they were willing to be included in the Bicentennial Year cele- <br />bration. <br /> <br /> 8. 11/29/77 <br /> <br /> <br />
