MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> August 9, 1977 <br /> <br />CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Robert Philcox called the Regular Meeting of the City Council to order <br />at 8:00 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox were present. <br />Mr. Brown, City Manager, Mr. Campbell, Assistant City Manager, Mr. Scheidig, City <br />Attorney, Mr. Harris, Director of Planning, Mr. Sooby, Director of Engineering <br />Services, and Mr. Walker, Assistant to the City Manager, were present. <br /> <br />AGENDAAMENDMENTS <br /> Mr. Brown requested that item 4d - Approval of 1977-78 Park Capital Improvement <br />Program, be removed from the Consent Calendar and considered as item 6b, and the <br />Negative Declaration on Amador Valley Community Park considered as item 6a. <br /> <br /> Mr. Brown requested that the Report of the Building Committee be considered as <br />item 6c. <br /> <br /> Mr. Brown requested that an item be added as item llf - Report, Re: Interceptor <br />Sewer Project. <br /> <br /> Councilmember Mercer requested that item lla - Application for Heritage Trees <br />Removal at 480 St. John Street, be considered under the Consent Calendar. <br /> <br /> Councilmember Mercer requested that the Minutes of July 25, 1977, be amended <br />to reflect the response of the City Council and staff to remarks of the audience <br />as follows: <br /> <br /> In the third paragraph of page 5 of the July 25, 1977, Minutes, Mr. Fraga <br />made certain comments regarding conversations with the City Attorney and lack of <br />input into LAVWMAmatters. The Minutes should reflect the City Attorney's answer <br />that he had met with representatives of CARD (Bianchi, Caudill and Headley), on <br />June 6, 1977, and provided them with information regarding the referendum process <br />and law; that Mr. Fragahad called the City Attorney at 11:45 A.M. on June 8, 1977, <br />and read the contents of the petition and information sheet which implied that the <br />City Attorney concurred with the facts set forth; that the City Attorney immediately <br />requested Mr. Fraga to come to the City Attorney's office in order that a disclaimer <br />could be placed on the information sheet; that Mr. Fraga and the City Attorney dis- <br />cussed the referendum procedures and Mr. Fraga was advised that other CARD members <br />had obtained all of the information on this subject from the City Attorney's office. <br /> <br /> Councilmember Mercer also stated that CARD was allowed input into L~VWMA <br />because money had been spent for review by LAVWMA's engineer of ideas from CARD <br />of other alternatives to the project. <br /> <br /> <br />
