MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> May 30, 1978 <br /> <br />CALL TO ORDER <br /> Mayor Kenneth Mercer called the Special Meeting of the City Council to order <br />at 5:00 P.M. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Butler Kephart, Wood, and Mayor Mercer were present <br />Mr- B~own, City Manager, Mr. Levine, City Attorney, and Mr. Campbell, Director <br />of Public Works and Utilities, were present. <br /> <br /> Also pre3ent were the Dublin San Ramon ~ervices District Board of Directors - <br />Joe Carvello, Lila Euler, Dick Fahey, Ann Jolley, and Chuck Ladnet. Mr. Ryan, <br />General Manager, and Miles Ferrish, Director of Public Works, were present. <br /> <br />DUBLIN SAN RAMON SERVICES DISTRICT - CITY OF PLEASANTON AGREEMENT RE: TREATMENT <br />PLANT CONSOLIDATION <br /> Mr. Brown presented the report of the Director of Public Works and Utilities <br />dated May 26, 1978, regarding this matter. He also presented the agreement and <br />explained three corrections. Council agreed to the corrections. DSRSD Board of <br />Directors also agreed to the corrections as presented. <br /> <br /> Councilmember Brandes commended Pleasanton staff and Councilmembers and <br />former Mayor Philcox for their many hours of'hard work to bring this matter <br />to an amenable settlement. <br /> <br /> Mayor Mercer expressed gratitude to the DSRSD Sewer Committee and Board of <br />Directors as well as their staff for the cooperation and rational conclusion of <br />a long and tedious settlement of the sewer negotiations between DSRSD and the <br />City. He stated that resolution of the sewer problems will allow limited <br />growth and benefit the Valley. <br /> <br /> It was moved by Mayor Mercer, and seconded by Councilmember Brandes, that <br />Resolution No. 78-140, approving the Dublin San Ramon Services District-City <br />of Pleasanton Agreement regarding treatment plant consolidation, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> Councilmember Brandes inquired about City policy relative to participation <br />in amicus briefs. The City Attorney advised that Council was usually contacted <br />informally if no costs were involved, and the matter placed on Council agenda <br />if costs were involved. Councilmember Brandes asked specifically about parti- <br />cipation in the case of an Albany City Councilman described in a letter from <br />Jerome Berg, Attorney, San Francisco, received this date. Mr. Levine stated <br />he would review the matter and report back to Council. <br /> <br /> <br />
