It was moved by Councilmember Herlihy, and seconded by Councilmember Brandes, <br />that Ordinance No. 848, to fezone an approximately 3.8 acre parcel of land located <br />immediately west of the Southern Pacific Railroad Right-of-Way and extending from <br />Santa Rita Road southeasterly roughly 1,500 feet (Stopping about 225 feet north of <br />Mohr Avenue) from the A (Agricultural) District to the I-P (Industrial Park) Dis- <br />trict, and amending the Zoning Map of the City of Pleasanton accordingly, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox <br />NOES: Councilmember LeClaire <br />ABSENT: None <br /> <br />Adoption of Ordinance No. 849~ addin~ Chapter 13 to Title II of the Ordinance <br /> . <br />Code of the City of Pleasanton relating to the Residential Allocation Program <br />(Introduced 3-6-7.8, All Ayes)_ <br /> Mayor Philcox stated that Ordinance No. 849 was introduced ohM arch 6, 1978, <br />and that it was now in order to adopt the ordinance. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Herlihy, <br />that Ordinance No. 849, adding Chapter 13 to Title II of the Ordinance Code of <br />the City of Pleasanton relating to the Residential Allocation Program, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClatre, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />SPECIAL REPORTS <br /> There were no Special Reports presented at this meeting. <br /> <br />REPORTS OF BOARDS AND CO~4ISSIONS <br />Reports~.Re: Action Taken by the Planning Commission on Items at their Special <br />Meeting' of February 27, 1978, and their Regular Meeting of Marc~ 8~ 197~ <br /> Mr. Harris presented his reports dated February 28, 1978, and March 9, 1978, <br />respectively, regarding this matter, for the information of the Council. No <br />action was required or taken by Council on this item. <br /> <br />REPORTS OF THE CITYMANAGER <br />Discussion~' Re: East C0u~ty Government Center <br /> Mr. Brown presented his report dated March 7, 1978, regarding this matter. <br /> <br /> After considerable discussion, it was moved by Councilmember Brandes, and <br />seconded by Councilmember Herlihy, that the City Council reaffirm its endorsement <br />of the Hopyard Road (east) site for an East County Government Center and that the <br />City Council strongly endorse the recommendation of the County's consultant that <br />a pre-trial detention facility be located at Santa Rita and not adjacent to the <br />court facility. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and }~yor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Philcox stated he felt the staff recommendation that the existence of <br />a pre-trial detention facility in conjunction with a court at the Hopyard Road <br />site is acceptable but noting that the separate location is preferred both from <br />environmental and economic viewpoints, should be included in Council's recommen- <br />dation.
