It was moved by Councilmember Herlihy, and seconded by Councilmember Brandes, that Ordinance No. 848, to fezone an approximately 3.8 acre parcel of land located immediately west of the Southern Pacific Railroad Right-of-Way and extending from Santa Rita Road southeasterly roughly 1,500 feet (Stopping about 225 feet north of Mohr Avenue) from the A (Agricultural) District to the I-P (Industrial Park) Dis- trict, and amending the Zoning Map of the City of Pleasanton accordingly, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox NOES: Councilmember LeClaire ABSENT: None Adoption of Ordinance No. 849~ addin~ Chapter 13 to Title II of the Ordinance . Code of the City of Pleasanton relating to the Residential Allocation Program (Introduced 3-6-7.8, All Ayes)_ Mayor Philcox stated that Ordinance No. 849 was introduced ohM arch 6, 1978, and that it was now in order to adopt the ordinance. It was moved by Councilmember Brandes, and seconded by Councilmember Herlihy, that Ordinance No. 849, adding Chapter 13 to Title II of the Ordinance Code of the City of Pleasanton relating to the Residential Allocation Program, be adopted. No action was required or taken by Council on this item. REPORTS OF THE CITYMANAGER Discussion~' Re: East C0u~ty Government Center Mr. Brown presented his report dated March 7, 1978, regarding this matter. After considerable discussion, it was moved by Councilmember Brandes, and seconded by Councilmember Herlihy, that the City Council reaffirm its endorsement of the Hopyard Road (east) site for an East County Government Center and that the City Council strongly endorse the recommendation of the County's consultant that a pre-trial detention facility be located at Santa Rita and not adjacent to the court facility. The roll call vote was as follows: AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and }~yor Philcox NOES: None ABSENT: None Mayor Philcox stated he felt the staff recommendation that the existence of a pre-trial detention facility in conjunction with a court at the Hopyard Road site is acceptable but noting that the separate location is preferred both from environmental and economic viewpoints, should be included in Council's recommen- dation.
