287 <br /> <br /> MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> February 23, 1978 <br /> <br />CALL TO ORDER <br /> Mayor Robert Philcox called the Special Meeting of the City Council to order <br />at 4:00 P.M. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll'which is recorded as follows: <br />Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox were present. Council- <br />member LeClaire was absent. Mr. Brown, City Manager, Mr. Levine, City Attorney, <br />Mr. Harris, Director of Planning and Community Development, and Mr. Swift, Plan- <br />ning Analyst, were present. <br /> <br />REVI~.J OF RESIDENTIAL ALLOCATION PLAN <br /> Mayor Philcox stated the purpose of this meeting was to continue discussions <br />on the Residential Allocation Program. <br /> <br /> Mr. Swift presented a brief report dated February 23, 1978, regarding the <br />decisions remaining to be determined by Council regarding the Residential Allo- <br />cation Program. <br /> <br /> Councilmember LeClaire entered the meeting at 4:15 P.M. <br /> <br /> Council discussed and took actions on the following matters: <br /> <br />Decide how Sing.~e Family Lots of Record are to be treated <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, <br />to exempt single family lots of record from the yearly Residential Growth Regu- <br />lation of the Residential Allocation Program. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, <br />that single family lots of record be exempt from the Sewer Allocation Program. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox <br />NOES: Councilmember LeClaire <br />ABSENT: None <br /> <br />Decide whether the size of proposals should be limited <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Herlihy, <br />that all proposals subject to Allocation Board review be limited in size to 80 <br />units per development and that larger developments may show the entire proposal <br />as long as a first phase of no more than 80 units is defined as the proposal for <br />purposes of the Allocation Board's allocation. <br /> <br /> <br />
