MII~UTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> February 21, 1978 <br /> <br />CALL TO ORDER <br /> Vice Mayor Kenneth Mercer called the Adjourned Regular Meeting of the City <br />Council to order at 7:30 P.M. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Herlihy, LeClaire, and Vice Mayor Mercer were present. <br />Mayor Philcox was absent. Mr. Brown, City Manager, Mr. Levine, City Attorney, <br />~lr. Harris, Director of Planning and Community Development, and Mr. Swift, <br />Planning Analyst, were present. <br /> <br />PUBLIC HEARING - CONSIDERATION OF CITY COUNCIL POSITION ON THE ABAG ENVIRONMENTAL <br />~ANAGDIENT PLAN <br /> ~Ir. Brown presented his report dated February 15, 1978, regarding this matter. <br />He also presented written testimony from the League of Women Voters dated February <br />13, 1978, and a Position Paper from the Coalition of Labor and Business dated <br />February, 1978, relative to this subject. <br /> <br /> Mayor Philcox entered the meeting at 7:40 P.M. <br /> <br /> Mr. Brown presented two additional recommendations to his report; (1) that <br />ABAG power not be expanded, and (2) that the City agree not to transfer any of <br />its land use control to other agencies. <br /> <br /> Councilmember Mercer suggested delaying any action on the Environmental <br />Management Plan until other cities had taken a position. <br /> <br /> Councilmember LeClaire read portions of a letter from the Water Resources <br />Board to Diane Feinstein, Chairperson for the Environmental Management Task <br />Force, including a firm statement regarding the ramifications should cities <br />buck the Environmental Management Plan. <br /> <br /> Councilmember Brandes expressed concern regarding the land use control <br />powers being given to other agencies. <br /> <br /> Mr. Brown presented staff concerns and recommended amendments to the <br />Environmental Management Plan. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Herlihy, <br />instructing the City Manager to send his report dated February 15, 1978, regard- <br />ing the ABAG Environmental Management Plan to the Clearing House, as the City's <br />current position on this matter. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> <br />
