179 <br /> <br /> Approval of Plans and Specifications; and Authority to Call for Bids~ Hopyard <br /> Road Widening, Project 77-9 <br /> Mr. Campbell presented the report of the Director of Engineering Services <br />dated January 3, 1978, regarding this matter. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by <br /> ~yor Philcox, that Resolution No. 77-9, approving plans and specifications <br /> and authorizing call for bids, Hopyard Road Widening, Project 77-9, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox <br /> NOES: None <br /> ABSENT: Councilmember LeClaire <br /> <br /> Approval of Plans and Specifications; Installation of Thermoplastic Limit Lines <br /> and Pavement Markings on Various City Streets~ Project 77-11, and Appr.oV.~l of <br /> , , <br /> Program Supplement No. 6 to Local Agency-State Agreement No. 04-5101 for Federal <br /> Aid Improvements <br /> Mr. Campbell presented the report of the Director of Engineering Services <br /> dated January 3, 1978, regarding this matter. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Herlihy, <br />that Resolution No. 78-10, approving plans and specifications for the installa- <br />tion of Thermoplastic Limit Lines and Pavement Markings on various City streets, <br />Project 77-11, and approving Program Supplement No. 6 to Local Agency-State <br />Agreement No. 04-5101 for Federal Aid Improvements, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: Councilmember LeClaire <br /> <br />Expiration of Terms of Commission Members <br /> Mr. Brown presented his report dated January 3, 1978, regarding this matter. <br /> <br /> Councilmember Brandes suggested that the terms of commissioners on all <br />Boards and Commissions be established to expire in May, after a new Council <br />has been seated. He also stated he felt each opening should be advertised and <br />opened to the public. <br /> <br /> Councilmember Mercer concurred with Councilmember Brandes. <br /> <br /> Mayor Philcox stated he felt this procedure placed the present commissioner <br />in an unfair position, and also that this process was time-consuming and un- <br />necessary. <br /> <br /> Councilmember Herlihy concurred with Mayor Philcox. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />that the terms of commission members be extended to expire in May, 1978, and <br />that the City Council establish a policy regarding appointing commissioners. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and Mercer <br />NOES: Councilmember Herlihy and Mayor Philcox <br />ABSENT: Councilmember LeClaire <br /> <br /> 7. 1/10/78 <br /> <br /> <br />
