MINUTES <br /> <br /> THE MEETING. <br /> of <br /> THE CITY COUNCIL <br /> <br /> November 29, 1978 <br /> <br />CALL TO ORDER <br /> ~yor Kenneth Mercer called the Special Meeting of the City Council and the <br />League of Women Voters to order at 7:30 P.M. <br /> <br />ROLL CALL <br /> The roll call is recorded as follows: Councilmembers Brandes, Butler· Wood· <br />and Mayor Mercer were present. Councilmember Kephart was absent. Mr. Broom, <br />City Manager Mr. Harris, Director of Planning and Community Development, and <br />Mr. Swift, Planning Analyst, were present. <br /> <br /> Also present were Planning Commissioners Doherty, Getty, and Wilson; and <br />Park and Recreation Commissioner Keegan. <br /> <br /> Eleven representatives from the League of Women Voters were present. <br /> <br />DISCUSSION REGARDING GENERAL PLAN <br /> Mayor Mercer stated this meeting had been scheduled at the request of the <br />League of Women Voters and it was now in order for this group to make their <br />presentation. <br /> <br /> The Valley Chapter of the League of Women Voters went on record supporting <br />the concept of the General Plan which, in California, is mandated by law. <br /> <br /> The League brought the results of their two-year study of the Pleasanton <br />General Plan. Their findings included the fact that the plan is not consistent <br />in format of its various elements, that some elements of the plan have clearly <br />stated goals while others do not, that the lack of indexes and cross references <br />in the elements and for the entire plan make it difficult to use properly, that <br />more regular reviews are needed for each of the elements, that recent events <br />such as the passage of Proposition 13 have superseded elements of the plan <br />based on the old financial situation, and that the plan lacks clear priorities, <br />either for the City goals or for implementation of plan elements. <br /> <br /> The League asked Council to consider periodic reviews of the plan to set <br />specific intervals for examing each element. The League suggested that the <br />Planning Commission be given the responsibility of making an annual report to <br />the Council on that year's status of the plan. They stated that more frequent <br />updating was needed in order to meet State guidelines, and that priorities for <br />action should be set. The League emphasized that Council should seek detailed <br />citizen input at every stage in dealing with the General Plan. <br /> <br /> Mayor Mercer and Council commended the League of Women Voters on their <br />extensive report and presentation. <br /> <br /> <br />
