339 <br /> <br />78-21 Elliott~..!.~c. - Vint.age Hills Commons <br /> ~. Harry Elliott, Jr., stated he agreed to the staff report dated November 8, <br />but did not concur with the options listed in staff's report dated November 29. <br /> <br /> After discussion during which it was noted that construction of this project <br />was conditioned upon the development of the adjacent shopping center, it was moved <br />by Councilmember Brandes, and seconded by Councilmember Butler, that Project 78-21 <br />Elliott, Inc. - Vintage Hills Commons, be awarded 1 point for Total Air Quality <br />for being near a grocery store, instead of 0 points as recommended by staff. <br />The.roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, and Kephart <br />NOES: Councilman Wood and Mayor Mercer <br />ABSENT: None <br /> <br />78-~2 Stoneson Development Corp. - Tr 3150 <br /> . <br /> Mr. Ted Fairfield, representing Stoneson Development Corp., stated his client <br />had no objection to the point allocation. He stated he felt the RAP point allo- <br />cation was unfair in not allowing consideration for previous improvements made by <br />developers and that this was a flaw in the RAP process. Councilmember Brandes <br />stated he would welcome any ~,~itten comments from developers and encouraged the <br />developers to do this. Mr. Fairfield also requested a better definition of the <br />term pro~ect . <br /> <br /> Council made no change on the point allocation for Project 78-22 Stoneson <br />Development Corp. - Tr. 3150, as recommended by staff. <br /> <br />78-23 E4P Assoc. - Norton and Palomino <br /> Mr. Vince Frevola, partner, stated he had no major objection to the point <br />allocation but felt this project should receive some benefit from the proposed <br />shopping center in the area. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by COuncil- <br />member Brandes, that Project 78-23 FMP Assoc. - Norton and Palomino, be awarded 1 <br />point for Total Air Quality. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes and Wood <br />~!OES: Councilmen Butler, Kephart, and M~yor Mercer <br />ABSENT: None <br /> <br />78-24 Morrison Homes - Tr. 3344 <br /> Mr. Bob Miller stated Morrison Homes had no objections to the points awarded <br />for this project. <br /> <br /> Council made no changes in the point allocation for Project 78-24 Morrison <br />Homes - Tr. 3344, as recommended by staff. <br /> <br />78-25 Kismet Constr. Inc. - Sonoma Drive <br /> Mr. Manny Serrano, partner, stated he had no objections to the points awarded <br />for this project. Council asked Mr. Serrano if he would provide for Subsidized <br />Housing. He stated that he would not do so since the project would be "for sale" <br />units rather than the apartments originally proposed. Because of this statement, <br />Council reduced the 5 points awarded under Provision of Subsidized Housing to 0. <br />Council further agreed to the staff's adjusted Design points found in the November <br />28th report. <br /> <br /> 3. 11/28/78 <br /> <br /> <br />
