335 <br /> <br /> MINTJTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> November 28, 1978 <br /> <br />CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Kenneth Mercer called the Regular Meeting of the City Council to order <br />at 8:00 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Butler, Kephart, Wood, and Mayor Mercer were present. <br />Mr. Brown, City Manager, Mr. Levine, City Attorney, Hr. Harris, Director of Plan- <br />ning and Community Development, and Mr. Swift, Planning Analyst, were present. <br /> <br />AGENDA AMENDMENTS <br /> Mr. Brown advised there would be an Executive Session at the conclusion of <br />this meeting to discuss personnel. <br /> <br /> Mr. Brown requested that an item be added immediately following the Agenda <br />Ar. endments - Confirmation of Election Results. <br /> <br />COI4FIR~DXTION OF ELECTION RESULTS <br /> Mr. Bro~.m stated that results of the Special Municipal Election for City <br />Councilmember held on November 7, 1978, had been received this date, and that <br />it was now in order to adopt a resolution confirming the results. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Kephart, <br />that Resolution No. 78-294, declaring results of Special Municipal Election <br />':.iovember 7, 1978, declaring Robert E. Butler as the elected member of the City <br />Council of the City of Pleasanton for the unexpired term of William J. Herlihy, <br />said term to end March 4, 1980, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilteen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Mr. Brcwn presented the Oath of Office to Councilmember Butler, at which time <br />he was duly sworn into office. <br /> <br />RESIDE~Tf.!AL ALLOCATION PROGRAM - SELECTION OF PROJECTS FOR 1979 <br /> >L~yor Mercer stated that this was the second allocation of permits under the <br />Residential Allocation Program. <br /> <br /> Mr. U~rris presented his reports dated November 8 and 29, 1978, regarding this <br />matter. lie stated the rsvised report dated November 29, 1978, was necessitated by <br />action of the City Council on November 14, 1978, which rezoned two parcels of pro- <br />perty in Mission Park and affected the selection process. <br /> <br /> Mr. tL~rris brought to the attention of the Council the possibility of Am~dor <br />Valley Investors and Rousseau being considered as one developer, and the fact that <br />total permits suggested for allocation to these two firms exceeds the total of 80 <br />permits allowed for one developer. <br /> <br /> <br />
