MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> October 30, 1978 <br /> <br />CALL TO ORDER <br /> )~yor Kenneth Mercer called the Special Meeting of the City Council and <br />Pleasanton Housing Authority Board to order at 7:30 P.M., in the Pleasanton <br />Council Chambers. <br /> <br />ROLL CALL <br /> The roll call is recorded as follows: Councilmembers Brandes, Butler, <br />Kephart, and Mayor Mercer were present. Councilmember Wood ~as absent. Mr. <br />Brown, City Manager, was present. <br /> <br /> The following members of the Pleasanton Housing Authority Board were <br />present: Ed Alves, Penny Deleray, Dawn Gordner, Howard Neely, Christine <br />Pearson, George Reineking and Marie Caughron. Michael Parsons, Executive <br />Director, was also present. <br /> <br />DISCUSSION <br /> Mayor Mercer made brief opening comments and stated that there was no formal <br />agenda for the meeting. He suggested that the Housing Authority Board give a <br />briefing to the Council on the status and progress of the Komandorski replacement <br />project. He also suggested that the Council and Housing Authority Board discuss <br />items that are of interest and then prepare an agenda for future meetings. <br /> <br /> Chairperson Pearson gave a briefing on the progress of Komandorski Village <br />replacement and discussed the successful effort of the Housing Authority to have <br />}~D make the project a conventionally financed project rather than turnkey. She <br />stated that the Housing Authority has $66 million for 150 units. There are still <br />problems regarding regulations setting prototype costs which determine the con- <br />struction cost allowances. She stated the problem is that Komandorski is in the <br />San Jose area and the costs are higher. Mrs. Pearson stated the contract with <br />the architect has not been signed and that the Housing Authority Board is t~ying <br />to ~zork out problems with HUD. After the contract is signed with the architect <br />it will take 18 months before gound is broken. The Housing Authority must <br />negotiate annexation in DSRSD sewer service area and is working on that with <br />the U. S. Army (Camp Parks) and DSRSD. Mrs. Pearson added that the Housing <br />Authority Board has commissioned a pre-survey at Komandorski to help determine <br />the project design to best suit the needs of the residents. All project paper <br />work is going ahead and the Housing Authority is working with HUD to get proto- <br />type cos~ level changed. <br /> <br /> Councilmember Brandes asked how long from ground breaking to the end of <br />construction. Mrs. Pearson stated the construction will take approximately <br />9 months and with no delays the entire project could be complete in the summer <br />of 1980. <br /> <br /> <br />
