MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> July 18, 1978 <br /> <br />CALL TO ORDER <br /> Mayor Kenneth Mercer call the Joint Session of the City Council and Pleasanton <br />Housing Authority Board to order at 7:30 P.M., at the Women's Club Building. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Butler, Kephart, Wood, and Mayor Mercer were present. <br />Mr. Brown, City Manager, and Mr. Levine, City Attorney, were present. <br /> <br /> Also present were the Housing Authority Board members as follows: Ed Alves, <br />Penny Deleray, Dawn Gordner, Howard Neely, Christine Pearson, Cecelia Governor <br />(Kottinger Place representative),and Marie Caughron (Komandorski Village repre- <br />sentative). Mr. Parsons, Executive Director, Mr. Struthers, ~using Authority <br />Attorney, Susan Hughes, trUD representative, and Mr. Vandermint, Consulting <br />Engineer, were present. <br /> <br /> ~yor Mercer stated there was one item of City business to consider before <br />the Housing Authority presentation, and that there would be an Executive Session <br />at the conclusion of the meeting regarding litigation. <br /> <br />TAM INVEST}IENT COMPANY PROJECT - VALLEY AVENUE AT tDPYARD ROAD <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Kephart, <br />to review the decision of the Design Review Board regarding Tam Investment Com- <br />pany project at Valley Avenue and Hopyard Road. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Kephart, Wood, and Mayor ~lercer <br />~OES: None <br />ABSENT: None <br /> <br /> Councilmember Brandes stated it was his intention to appeal the Conditional <br />Use Permit granted by the Planning Commission on July 12, 1978, to Tam Investment <br />Company of the condition of 17 parking spaces on the 1.8 acre "P" District site <br />on the property at the northeasterly corner of Hopyard Road and Valley Avenue. <br /> <br />HOUSII~G AUTHORITY PRESENTATION <br /> Chairperson Pearson introduced the Housing Authority Board members and stated <br />each member would be making a presentation regarding areas of concern of the <br />Council and residents of Kottinger Place. <br /> <br /> Ms. Pearson read a list of goals established by the Housing Authority Board <br />which will be incorporated into their Bylaws. <br /> <br /> Howard Neely spoke regarding the modernization project of gas lines and <br />meters. He presented charts and graphs showing where gas meters were located <br />at the present time and where the final meters would be installed in order to <br />have a separate meter for each unit. He stated that HUD was requiring all <br />Housing Authority units to install individuals meters as an energy conserva- <br />tion measure. Mr. Neely also presented a chronological history of the gas <br />lines and meters installation and distributed a drawing showing location of <br /> <br /> <br />
