Mr. Grove asked how it could be determined <br />who was going to Lone Star and how this would be enforced. Mr. Brown advised that <br />by the permit process the ordinance requires that Lone Star provide the City with <br />any reports that will be needed to enforce the ordinance and that the City will <br />monitor and compare the reports and also do spot checking. Mr. Grove stated that <br />if the ordinance is approved as it is drafted some thought should be given as to <br />how it will be enforced in light of Proposition 13. <br /> <br /> Mr. John Fraga, 1486 Kolln Street, stated he felt Lone Star would have an <br />economic advantage over the other two gravel companies if allowed to use First <br />Street as it would be a shorter route for independent truckers to travel for <br />their quarry products. He also commented on damage to streets by heavy trucks <br />compared to automobiles. <br /> <br /> Mr. William Kovac, 3124 Weymouth Court, presented a tape taken of noise levels <br />at First and Neal Streets, for use as evidence of excessive noise impacts in this <br />area. Mr. Kovac questioned the gross weight limit of 16,000 pounds. He also <br />asked Council to consider the possibility of use of Isabel Avenue and its con- <br />tinuation to the freeway. <br /> <br /> Mr. Larry Caminiti, 521 Hamilton,.stated he supported the ordinance but felt <br />the weight limitation should be 6,000 pounds instead of 16,000 pounds and that <br />this would not restrict service trucks in Pleasanton. <br /> <br /> Mr. Jim Dutcher, 5782 San Antonio Street, requested Council to consider truck <br />parking in the proposed ordinance, stating that there was a truck with inflammable <br />contents parked on Sonoma Drive, that was legally parked according to the Police <br />Department, and he felt this created a dangerous situation for traffic and the <br />residents in the area. Mayor Brandes advised that Council was working on an <br />ordinance regarding truck parking and hoped to resolve this matter in the near <br />future. <br /> <br /> Mrs. Nita McBride, 4456 First Street, submitted photographs to the City Council <br />taken last month of trucks left with engines running blocking the driveway in front <br />of her residence, which created a hazard and would prevent accress of emergency <br />vehicles if needed. <br /> <br /> Councilmember Kephart requested staff to instruct the Police Department to <br />check unattended trucks with motors running, as this is a violation to the Vehicle <br />Code. <br /> <br /> Mayor Brandes requested testimony from those in opposition to the proposed <br />ordinance. <br /> <br /> Mr. Burke Critchfield, Attorney representing the gravel producers, introduced <br />various representatives of the gravel companies who would make presentations to <br />the Council. Mr. Critchfield urged Council to review the materials that were <br />submitted at the time of execution of the 1972 agreement. He stated that truck <br />traffic volumes had not changed substantially since that time and he felt termina- <br />tion of the agreement was inappropriate. <br /> <br /> Mr. Bill Downing, Vice President of Rhodes and Jamieson, gave background <br />information regarding the 1972 agreement.
