Mr. Peter Turner, Attorney representing T. K. Mc~nus, stated that advanced <br />planning was costly and that he favored item 13 being 80 units developable a <br />year rather than 50. He stated there were two types of capital improvements; <br />the necessary one and the extras. He stated he felt capital improvements should <br />be encouraged rather than cash contribution. <br /> <br /> Mr. ChuCk Seymour, 492 San Gabriel Court, stated that with regard to item 12 <br />he was concerned that RAP not subvert the 2% growth rate, and he felt there <br />should be limitations. He stated he felt that the 2% growth rate needs the <br />concensus of the populace. He stated he supported the 2% growth rate in light <br />of Proposition 13, the energy crisis, and the availability to provide municipal <br />services. <br /> <br /> Mr. Ron Archer stated he was opposed to RAP allocations being given special <br />credit for tha developers who had signed the 1972 Settlement Agreement, as it <br />would be unfair to the small developer. <br /> <br /> Mr. Ted Fairfield stated that a previous Council had decided on the 2% growth <br />rate which he felt was inaccurate. He stated he did not feel the 280 gallons per <br />day effluent was an accurate number and suggested the City get an overall average <br />figure per household that would be more accurate to work with. <br /> <br /> There being no further comments from the audience, Mayor Brandes requested <br />that developers who were present but had not commented to give their name and <br />company for the record. The following attendance is listed: <br /> <br /> Rick Angrisani, Ponderosa Homes <br /> Ed Pozas, Chamberlain Group <br /> Dick Striegle, Toups Corporation <br /> <br />Discussion bX'Counctl and Commission <br /> Councilmember Mercer asked what date the public hearing would be held by <br />the City Council regarding proposed Residential Allocation Program changes. <br />After discussion, it was determined that the public hearing would be tentatively <br />scheduled August 1, 1979, 7:30 P.M., at the Pleasanton Fairgrounds Cafeteria. <br />I-~ayor Brandes stated that all developers would be notified of the public hear- <br />ings of-the Planning Commission and the City Council and would also receive any <br />reports that are prepared. <br /> <br /> Planning Commissioner Geppert stated he would like to have a report of' <br />tonight's meeting summarized for discussion by the Planning Commission. <br /> <br /> Councilmember Mercer asked for a report regarding the number of gallons per <br />day of sewage currently being used per household. <br /> <br /> Councilmember Butler stated he would like any previously suggested changes <br />to RAP that had been submitted to be considered, and that he would also like to <br />see whether or not a more simple document that ~ould accomplish the same results <br />could be written as he thought the present Residential Allocation Program was <br />too complicated. <br /> <br /> Mayor Brandes requested that consideration be given to the 75-25% ratio of <br />single-family/multiples to determine if this is a realistic figure or if it <br />should be changed. Mayor Brandes also requested that consideration be given <br />to how long to reserve sewer capacity for low income housing. <br /> <br /> 4. 6/6/79 <br /> <br /> <br />
