MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> March 27, 1979 <br /> <br /> CALL TO ORDER - ~LEDGE TO THE FLAG <br /> Mayor Frank Brandes, Jr., called the Special Meeting of the City Council to <br /> order at 7:30 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br />ROLL' CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Butler, Kephart, Mercer, Wood, and Mayor Brandes were present Mr. <br />Brown, City ~nager, Mr. Levine, City Attorney, Mr. Campbell, Director of Public <br />Works and Utilities, Mr. Caporusso, Director of Recreation and Human Services, and <br />Mr. Walker, Assistant to the City Manager, were present. <br /> <br />AGENDAA~INDMENTS <br /> Mr. Brown advised there would be an Executive Session at the conclusion of this <br />meeting to discuss personnel. <br /> <br /> Mr. Brown requested that two items be added under Reports of the City Attorney, <br />as follows: <br /> <br />1. Request to send telegram and letters regarding State Housing Guidelines Enforce- <br /> ment. <br /> <br />2. Information Memorandum regarding Inverse Condemnation on Zoning. <br /> <br />APPLICATION FOR TRANSPORTATION DEVELOPMENT ACT 4.5 FUNDS FOR SPECIAL TRANSPORTATION <br />FOR THE ELDERLY AND HANDICAPPED <br /> Mr. Brown presented the report of the Director of Recreation and Human Services <br />dated March 21, 1979, regarding this matter. Mr. Caporusso elaborated on the report <br />and answered various questions of the City Council on this item. <br /> <br /> Rev. Bob Vogt, Chairman of the Alameda County Commission on Aging, strongly urged <br />Council to approve a Valley-wide program with the City of Livermore and the adjacent <br />unincorporated residential areas of Dublin, Sunol, and San Ramon, with the County of <br />Alameda as the pr4nmry applicant for the unincorporated area apportionment. He <br />stated he felt the expanded program would be of much greater benefit to more citi- <br />zens of the Valley as well as Pleasanton. <br /> <br /> Ms. Betty Stallings, citizen of Pleasanton and the Valley, and speaking on be- <br />half of the Valley Volunteer Bureau and Kenny Ingram, expressed support of a Valley- <br />wida program stating she felt this would be a better program for Pleasanton and the <br />Valley and would continue the use of volunteers at a reduced cost in liability. <br /> <br /> After considerable discussion, it was moved by Councilmember Wood, and seconded <br />by Councilmember Butler, that Resolution No. 79-40, authorizing the City to parti- <br />cipate in one Valley-wide program with the City of Livemore, and the adjacent un- <br />incorporated residential areas of Dublin, Sunol and San Ramon, for the application <br />for Transportation Development Act Article 4.5 Funds for Fiscal Year 1979-80, for <br />special transportation for the elderly and handicapped, with the County of Alameda <br />being the primary applicant for the unincorporated area apportionment, be adopted. <br /> <br /> <br />
