MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> January 29, 1979 <br /> <br />CALL TO ORDER <br /> Mayor Kenneth Mercer called the Adjourned Regular Meeting of the City Council <br />to order at 7:30 P.M. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Butler, Kephart, and Mayor Mercer were present. Council- <br />member Wood abstained from participation in this meeting due to a potential Conflict <br />of Interest. Mr. Bro~, City Manager, Mr. Levine, City Attorney, Mr. Campbell, <br />Director of Public Works and Utilities, and Mr. Harris, Director of Planning and <br />Community Development, were present. <br /> <br />REIVEW OF DRAFT EIR FOR THE RAILRO~Aj3 TRACK CONSOLIDATION PROJECT <br /> Mayor Mercer stated this was the second meeting to be held on the railroad <br />track consolidation project, conducted for the purpose of citizen input and infor- <br />mation. <br /> <br /> Mr. Bro%m presented his report dated January 25, 1979, regarding this matter. <br />He stated the Final EIR on this project would have to be approved and presented <br />to the PUC by mid-February in order for this project to be eligible for funding <br />this year. <br /> <br /> Mr. Barton, of DeLeuw-Cather Company, presented the preliminary draft EIR <br />dated January 26, 1979, which incorporated questions and concerns of citizens from <br />the previous meeting on January 3, 1979. Mr. Barton explained in detail the <br />analysis of alternatives; the Southern Pacific corridor through Pleasanton for <br />joint SP-I~P train operation and, the Western Pacific corridor with separations <br />at Santa Rita Road and Bernal Avenue. He also presented cost estimates for the <br />various alternatives as well as other topics of concern such as train whistles, <br />train times, and the Del Valle Parkway traffic. <br /> <br /> ~. Holley, of DeLeuw-Cather Company, reviewed the advantages and disadvantages <br />of each alternative as explained in the draft EIR regarding traffic circulation, <br />land use, social and economic evaluations, noise, community facilities and utilities, <br />and dangarous commodities. <br /> <br /> Mr. Barton stated that PUC funding was also contingent upon a construction and <br />maintenance agreement batwaen the two railroads, which has to be submitted by April <br />1, 1979. <br /> <br /> Council had various questions and concerns regarding the report, which were <br />answered by DeLeuw-Cather representatives. <br /> <br /> The following persons spoke regarding their concerns on the railroad track <br />consolidation project: <br /> <br /> Thurman Caudill, 4715 Augustine Street, expressed concern about the rotting <br />railroad ties on the Western Pacific tracks near Bernal Avenue and presented <br />pictures to substantiate the situation. He also stated he was concerned about <br />poisonous chemicals being shipped on the Western Pacific tracks. <br /> <br /> <br />
